All other officers are subordinant to those ranking above them.
Note: All department heads report to the First Officer before reporting to the Captian.
Note 2: Protocol involving guests and specialists. Starfleet will assign various guests and acting rank usualy with conditions reguarding where it applys. Diplomats for example are always assumed to out-rank the Captian in matters regaurding the execution of their diplomatic mission. Though the Captian may belay questionable or unsafe orders made by the Diplomat until they have spoken with Starfleet Command about the orders.
Departmental Responsibilities
Operations: Seeing to the allotment of ships personnel and resources as well as aiding the other Operations departments with their duties, ex Using internal sensors to help security track down intruders, and helping engineering with a problem with either technical or personnel support. Also the computer core and the shuttlebay fall under the perview of Operations.
Helm: A sub-department of Operations, it's primary job is piloting the vessel as well it's job includes using the navigational sensors to identify navigational hazards and aide the science department in charting unknown systems.
Science: Their primary job is to use the opertunities provided by being on-board a Starship to study what they have encountered. Also science helps engineering maintain the sensors and shares the distinction of being a solve all department, often called upon when the ship is in trouble to come up with inovative solutions to the ship's problems.
Medical: Their job is to maintain the physical and mental wellbeing of the crew. This includes regular physicals and pyscological reviews of the crew as well as being prepared for any medical emergency the ship is called to assist in.
Engineering: Their job is to maintain the ships systems and hull. This means they often work with other departments in helping them keep their systems running. Engineering like Science is often the come-to department in odd crisis, and are often expected to come up with new ways to solve whatever problem has arisen.
Secuirty: Their job is to safegaurd the ship and her crew from attack. This means gaurding key sections of the ship, investigating crimes committed aboard ship and beaming down as support to away teams.
Tactical: Tactical's job is to maintain and work the shipboard weapon systems. As well they are supposed to analize tactical situations and report to the Captian on them, ex. When going into the Dorho Regime the Tactical Officer should analize available data and come up with several plans incase the ship should come under attack as well as methods of neutralizing any threat vessels encountered in that area of space.
Command: Their department is the smallest of all of them onboard a Starship usually consisting of the Captian and First Officer. Their duties is to see to the smooth workings of the ship and report to Command about it's activities. Also they make the majority of the decsions regaurding how to best complete their mission.
Intelligence: Their duty is to relay sensitive information from Intelligence to the Captian of the Starship as well as to investigate any incidents that could be of intrest to intelligence and report it to them. The Chief Intelligence Officer, is subject to the authority of the Captian and First Officer but may not be ordered to devulge sensitive information not directly involving their mission.
