All the kids in the world are suddenly disappearing out of no where and no one knows where they are going. When the kids of Tokyo get up in the middle of the night and walk off, Usagi and the others rush out to see whats the matter, then they see that Chibi Usa is following the other kids and in some sort of trance. The scouts learn about an evil Queen who is stealing children's dreams to form a huge black hole to take over the world by a dream spirit named Perele who had met Chibi Usa earlier in the day. In this Movie the Outer Senshi come to help the others and this is where Sailor Uranus uses the Space Sword Blaster for the first time and where Sailor Neptune uses her Submarine Reflection.
