Linux is a FREE and Open Source Software (FOSS) Operating System.

You can download a Linux distribution (There are differing versions of Linux--Freedom of Choice) from the web and LEGALLY pass it on to others

Linux can even be tested and run from a CD or DVD without installing on your machine while you are still running other operating systems...they are called "Linux Live CD's"
