The community has lost confidence in council ability to manage its processes at the top - a crisis of disillusionment with corporate governance procedures. There is a need to restore council to a credible position where its ethics and integrity are respected.
There is a arguably well justified perception that much of the council's development applications relating to environmentally sensitive parts of the city are being influenced to the advantage of developers. There is also concern about the quality of information provided to councillors - especially in relation to legal advice and strategic planning matters - this must be greatly improved. The processes of dealing with developers must be more transparent - recording minutes as well as details of formal and informal contact with developers by council staff, councillors and legal representatives - so that these can stand scrutiny.
There is an urgent need to review and upgrade the current codes of conduct for council staff and councillors, in regard to dealing with development proposals and council tenders. This should be carried out in conjunction with the community, neighbourhood committees, council unions. It should ensure that all business interests are recorded, including details of family trusts, as well as dealings in relation to tenderers and potential tenderers - currently there is concern and community perception that not all may be disclosed.
Candidates would declare all donations, financial and in-kind support throughout the campaign rather than 3 months after the election. The requirements of the current legislation are clearly inadequate and easily overcome and need to be strengthened.
Council should maintain positive open relationships with its workforce and their representative unions - and there should be a moratorium on contracting out of council services - not following the directions being suggested in March - April 2002 by senior council management.
Whilst recognising the responsibility of the General Manager of a Council for staffing and operational matters as enshrined in the Local Government Act, the ACT team believes that it is important for the Lord Mayor, as elected leader of the city, to have good working relationships with council's workforce, and to engage in more ongoing consultation with the workforce, to the mutual advantage of council, employees and the community than has been the case in the past.
