  • Origins of Wollongong Council's 2a(i) Special Residential Zoning - Kerrie Christian - 10.2.2002


    A proposal for a 17 unit aged facility with a floor space ratio of approximately 70% being sought in Wombarra under the State Govt's SEPP 5 Aged Housing Policy - which has aroused considerable agitation from residents and councils alike in the Sydney Metropolitan area - noting campaigns by the Save Our Suburbs Action Group in Sydney :-

    the facility is proposed to be located north of the Cemetery and backing onto Matron Dunster Park

    you have the right and the opportunity to express your views on this proposal - noting that the area is zoned 2a(i) special residential where dual occupancies and medium density development are not permitted - and where floor space ratios of up to 50% are permitted - the 2a(i) zone operates from Headlands Austinmer to Stanwell Park and also in Woonona Heights

    under SEPP 5 floor space ratios of 75% are permitted - about the same as was initially proposed for the Thirroul Bowling Club site - however the Wombarra proposal seems to be about 70% - still well over the 50% allowed for Wombarra

    it is difficult to tell from the drawings supplied to me but it would appear to be up to at least 9 metres in height - over the 7 metres for 2a/2a(i) zones and closer to the height allowed in 2b medium density zones - but even in 2b zones the floor space ratio generally does not exceed 50-55% - it is proposed to include a lift

    by comparison the Stanwell Park United Protestant Homes is proposing an extension to their aged facility with a floor space ratio of about 0.2-0.25 or about 1/3 of this one

    I shall be investigating the issue of seeking an exemption from sepp5 for our 2a(i) special residential and 7c environment protection residential zones as a matter of urgency

    Title: SEPP No. 5 - Housing for Older People or People with a Disability

    Abstract: Aims to increase the supply and choice of housing for older people or people with a disability. Such housing is permitted, with council consent, wherever houses, flats, hospitals or 'special uses' are permitted in or adjoining urban areas, except for some environmentally sensitive lands. The policy contains development standards and matters a council must consider when determining development applications. For example, the council must be satisfied that future residents will have reasonable access to services they require, taking into account, convenience, affordability and the type and scale of housing. SEPP 5 Guide should be read in conjunction with this policy.

    Housing older people and people with a disability

    We have been working with councils, the development industry and housing providers to develop high quality accommodation for our ageing population and for people who have disabilities - housing that is in keeping with the local neighbourhood character.

    In March 2002, the Director-General, Sue Holliday has written to all councils in NSW advising them of the process for seeking exemption from SEPP 5 - Housing for Older People and People with a Disability. The process allows councils to submit a report that demonstrates that a sufficient choice of housing will exist to meet the needs of older people or people with a disability over a 10 to 15 year period.
