While often some events are little more than backdrops to existing conflicts others can create or signifigantly change conflicts. This is the case with games involving disasters. Most disasters set into effect dangerous or atleast abnormal conditions that the combatants must deal with. The stakes are often high in battles of this kind as each side face danger from not only thier opponents but the environment around them aswell.

           As tremors of increasing strength rock the city, police/security forces
           must escort key government officers to the safety of the shelters/transit
           center/space port.  Along the way collapsing buildings, fires, and mobs
           of rioting and looting citizens threaten their escape.
