Our group has a copy of a letter granting the Village of Plainfield usage of ComEd utility right-of-way property to build a two lane road, including a major bridge, over the DuPage River, across flood plain, over open spaces containing wild life, and right along many citizens back yard property lines.
No affected citizen had input to this allocation of ComEd utility property before it was granted and many of these citizens are not even in the limits of the Village of Plainfield. This really prevents their voices from being heard because they can not vote for those making these decisions that affect them.
The letter is dated September 4, 1998 and is signed by a M. R. Norris who is ComEd’s Land Management Administrator. It also states that if you have any questions, please contact Mr. Joseph L. Flanagan at 312.394.8512.
We believe ComEd violated their own customers trust by completely ignoring the voices of the people (their customers) most affected by this decision. And since many affected citizens are not in the Village, who can they turn to for help?
We further feel that ComEd should have held meetings for the people who's property lines meet the right-of-way area in question, for their approval, before granting usage approval to the Village.
As a result, a legal organization named the "143rd Street Neighbors Organization, Inc." was formed. This was done to provide the affected citizens a viable method to express their concerns about this land destructive project.
