Smoozer allow users to chat over the internet using animated characters (Microsoft Agents). The characters speak what is typed. The Smoozer Server complements the main Smoozer program and allows anyone to set up a chat room of their own. Smoozer servers can limit the number of people allowed in each chat session, password protect a session (optional), and allow you as a Host to ban users from the chat room, if they are objectionable. The Smoozer program plays Agent animations in a realistic manner by parsing the incoming text. When words such a "read" are found in the incoming text, the agent plays the reading animation, assuming that animation is supported by the selected agent.

I.K.E. GUARDIAN
This program will protect you from unwanted snooping while you surf the net. You can enable levels of privacy from tabs to match your individual requirements. When you open a page at a Web site, I.K.E. Guardian will watch the net traffic back and forth to make sure that the site is not taking information from your computer beyond the privacy level you have selected. There are four configurable tabs in I.K.E.'s options setup, allowing you to enable "Ike" to warn you of incoming events, lack of security at the site you are at, or snooping that exceeds the level you have chosen.
I.K.E. Guardian will install a proxy server on a port to funnel the net requests through. Depending on your particular Internet Connection configuration, you may need to get additional assistance to enable this port for your surfing. Televirtual, the UK company which launched the world's first computerised TV presenter, has broken new ground with a system which produces multi-character TV animated drama, live and as it happens.
Described by Televirtual founder Tim Child, as a real-time animation pipeline, or 'RAP' system, the computer-hosted package allows a variety of complex 3d characters, to move, speak and interact, in a selection of virtual sets. The RAP system, which also allows real-time lighting effects, sound and lipsynch speech generation, was demonstrated to BBC programme chiefs at Television Centre this week, and Televirtual plan to demonstrate the system to production companies and Animation Rights holders in London next month.
'RAP' blends traditional animation techniques with the latest research-based Virtual Humans technologies', claims Child. 'We don't believe it will change the way animation is produced over night, but it does open some very interesting doors, into areas such as interactive animated soap operas, and the prospect of live childrens' TV programmes being presented by a complete cast of anthropomorphic or fantasy/cartoon creatures, has got to be intriguing'

I found this site the other night it is different from some of the agent sites as you will see it uses the same speech to text that agents use only it makes anyone able to turn a photo into a talking photo as you will see.
