Mississippi River Bridge - Likely
cost of new bridge: $1 billion
First $300 million is now

VENICE --Planners now have access
to almost a third of the funding needed to build the first bridge
across the Mississippi River in almost 40 years.
St. Louis-based HNTB Architects
Engineers Planners on Tuesday displayed a drawing and models for the
new $1 billion eight-lane Mississippi River Bridge. Project manager
Keith Hinkebein said $300 million has already been earmarked for the
state and federally-funded project, which was mainly designed to help
alleviate congested traffic on other bridges. ``You're still
not going to satisfy the traffic congestion in this area without a
new bridge,'' Hinkebein said. ``We want to take traffic off the
Poplar (Street Bridge) and put it on the new one.''
Hinkebein said the project has been
discussed for the past 10 years and could be ready for traffic as
soon as 2011, but no starting date has been set for construction. He
said about 80 percent of the funding will come from the federal
government and the remaining 20 percent from the state.
The 3,150-foot-long, 222-foot-wide
bridge will connect the metro-east to St. Louis north of the Martin
Luther King Bridge and well to the south of the Interstate 270
bridge. The bridge is only one of seven parts to the project. Major
roadways leading to the bridge and to I-70 will be relocated. The
other six projects are:
* A 5.7-mile stretch of new highway
will carry Illinois 3 from Broadway Avenue in Venice south to
Monsanto Avenue in Sauget.
* A new interchange will be
established between I-55 and I-64 in East St. Louis and continue over
the Poplar Street Bridge.
* A four-lane road will link I-64
to the new Mississippi River Bridge.
* I-70 will be relocated and
connected to the new bridge.
* Approaches to the Poplar Street
Bridge will be rebuilt in Missouri.
* A major interchange for I-70 will
be built in Missouri to help link it up to I-44 traffic.
Lifelong Granite City resident Jim
Claxton said he looks forward to a new bridge to St. Louis. The
67-year-old said the metro-east area has needed a new bridge for a
long time. ``I think this is great and it's long
overdue,'' Claxton said. ``I think the Poplar (Street Bridge) has
been overloaded since day one, and nobody expected the traffic.''

to phase out emergency helicopters

The Illinois Department of
Transportation has finalized a schedule to phase out state
helicopters used for emergency medical transport to hospitals in
Springfield. Transportation Secretary Kirk Brown said
Tuesday that Gov. George Ryan's new budget forced the hastened plan.
However, Brown said, IDOT's preparations to stop using the
helicopters were long-standing. He said private
helicopter services will perform the service.
Brown was testifying Tuesday during
Illinois House budget hearings. He said newly available funds had
allowed IDOT to operate the helicopters past the initial December
2001 deadline. IDOT uses helicopters in Springfield, Peoria and
Carbondale to transport trauma victims from rural areas to city hospitals.
Service to Springfield and Peoria
hospitals will end in June, Brown said, but Carbondale is budgeted to
use its state helicopter through the end of the year.
After that, the state will retain
three helicopters, one on a leased basis, from its original fleet of
seven. They will be used only for natural-disaster response, homeland
security or police emergencies. "The concern we had all
along is these helicopters are old. They're going to be down for
maintenance a lot," Brown said. As a result, only two
helicopters will remain active at a time, he said. Brown added,
"That way, we can have a third as a standby backup."
Two private firms, ARCH Air Medical
Services of Springfield and Air Evac Lifeteam of West Plains, Mo.,
have volunteered to expand their businesses to cover the emergency
needs of the region, Brown said. The companies already serve
hospitals in southern Illinois and surrounding states.
Both firms' emergency flights frequently are covered by health
insurance, company spokesmen said. The state currently collects no
payment for its helicopter flights and operates the program for about
$2.5 million a year. Life Flight, a similar business,
already operates helicopters from a base in Peoria. ARCH Air and Air
Evac Lifeteam said in letters to IDOT that they provide service at no
cost to hospitals.

the 2nd for IDOT. It will seat as many a 6 passengers, along
with 2 pilots.

- IDOT has began testing a new remote-controlled stop/slow sign to
help reduce the chance of danger to road construction workers.
It comes with a 25ft cable that allows the operator to stand clear of
the roadway. The sign is also topped by a strobe light and has
reflective tape. The "J-4 Flagger's Workstation" was
developed by Richard Heinz of Rushville, IL after nearly being hit in
a construction zone.

Helicopters (old and unreliable) Seeking $12million to replace
these units. This is old part of the current problem, the
helicopters must be ready to fly at any time, three pilots are
assigned to each. It costs IDOT about $2.5million a year
to operate the porgram and the agency does not collect a dime in
reimbursements. IDOT does not bill patients for providing
transport, even in covered by health insurance. The copters are
mainly used to transport critically ill patients from rural hospitals
to specialized care centers. The occasionally transport
seriously injured traffic accident victims to hospitals.

EZ PASS
As you slowly pass through the toll
plaza, (Fig. 1) your E-ZPass tag sends out an inaudible radio signal.
A computer antenna in the toll lane picks up the signal and, in an
instant, the system verifies the tag's information. E-ZPass then
calculates the appropriate toll and deducts it from your prepaid
account. As you pass through the lane, you receive a message on the
customer feedback sign.

An overhead device detects the
height of the vehicle.
A gate regulates speed.
A violation enforcement system
identifies toll evaders.
A patron feedback display provides
customers with transaction information.

EZ Pass
A more foolish ( and exploitable )
system I have never heard. How it works: The EZ Pass device is
basically a microwave resonance repeater. when a signal of the right
frequency is applied to it i.e. transmitted at close range the device
resonates a response signal that due to it's inherent design contains
the unique code it was manufactured to. To block this simply wrap the
device in several layers of tinfoil, this prevents the original
signal from getting to the device. As far as using credit cards with
such a device, DON'T. The receiver that reads the signal from
the device has NO way of telling if the signal is coming from an
EZPass device or a SW transmitter. If someone where to use a
spectrum analyzer with a capture function to read the signal from the
device they could very easily repeat it from a SW transmitter.
A hand held transmitter could be used to 'activate ' your EZPass at
any time or place and the resulting 'reply' captured and repeated as
much as desired.
