Chocolate Fudge Gooey Cake

1 c. flour
3/4 c. sugar
1-1/2 T. plus 1/4 c. cocoa, divided
2 t. baking powder
1/4 t. salt
1/2 c. milk
1 t. vanilla
3/4 c. brown sugar
1-3/4 c. hot water

Preheat oven to 350. Coat 9" square baking pan with cooking spray. In large bowl combine flour, sugar, 1-1/2 tablespoons cocoa, baking powder and salt. With mixer at low speed beat in milk and vanilla until combined, about one minute. Spread batter in pan. Combine brown sugar with remaining cocoa; sprinkle over top of batter. Pour hot water over top; do not stir. Bake until no longer sticky to the touch, 40 to 45 minutes. Cool on rack 15 minutes before serving.
