Moon-and-Stars Meatloaf

3/4 c. milk
2 T. butter
1 c. instant mashed potato flakes
1/2 c. shredded Cheddar cheese
2 t. salt, divided
2 lbs. ground beef
1 c. plain dry bread crumbs
1 small onion, chopped
1 green pepper, chopped
2 eggs, lightly beaten
1 T. Worcestershire sauce
1 t. dried oregano
1 (8 oz.) can tomato sauce, divided
2 T. ketchup
6 slices American cheese, cut into moon and stars shapes

Preheat oven to 350. In pot over high heat combine milk, butter, and 1/2 cup water. Bring to a boil; remove from heat. Add potato flakes, Cheddar cheese and 1 teaspoon salt. Cover; let stand 5 minutes. With fork whip until fluffy; chill. Combine next 7 ingredients with 1/4 cup tomato sauce and remaining salt. In baking dish shape half of meat mixture into oval with 3/4" deep well along center. Roll potatoes into cylinder; put in well. Shape remaining meat mixture into oval; place over meatloaf. Mix remaining tomato sauce with ketchup. Pour over loaf. Bake, basting with pan juices, 1 hour. Arrange American cheese on loaf; bake until melted, 5 minutes.
