DECO DILEMMA

Well, I've just decided to go back to work part-time, after taking a year off to be home for the kids. Of course, living on one paycheck instead of two, I had to cut out my decorating ideas (aka time but no money). At least I found a few garage sale finds to keep me happy.
Now I face the challenge of having the money for a few of my ideas, but less time to do it in! Ahhh...the neverending battle...lol...Well, here are my dreams for our Master Bedroom. As you can see by the floor plan, not many options for furniture placement. Dreamt of a "bump-out" of the back wall when we did the other addition several years ago, but it was that or the 2nd bath. Alas, necessities for 5 people won out. I've also included plans for the wall treatments; and pictures of the new bedding and window valance. I would like you opinions on the questions I wrote on the one drawing....

Here are my questions...#1. Should I use a striated or shadow-striped effect above the chair rail? Or should I use the color wash technique over the whole wall?
#2. Should I add a chair rail at the height of the bottom of the window or at regular chair rail height (1/3 of wall height)? Or should I not use one at all?
#3. Should I use a color wash with the 2 colors from the stripes? Or should I use a color wash with the 2 colors from the stripes and a green shade? Or should it be a solid color?
