Rules and Regulations
These are the Rules and Regulations of the Rhy'Din Intelligence Agency. All members of R.I.A. must adhere to these simple rules and regulations or face the judgment of the Judiciary Committee.
Rules and Regulations of the Rhy'Din Intelligence Agency:
The order of rank for succession in the Agency shall be the commanding officers of units as follows: 1.Operations Division 2.Investigations Division 3.Staff Division 4.Service Division
The order of rank of authority in the Agency shall be as follows: 1.Chief 2.Lieutenant Colonel 3.Major 4.Captain 5.Lieutenant 6.Sergeant 7.Agent
The chain of command shall be observed unless it is clear that by observing it, the Agent's purpose, the reputation of the Agency will be jeopardized, or there is an immediate Clear and Present Danger to National Security.
All orders of execution and reports on execution shall move downward and upward through the chain of command with mutual consideration by all Agents concerned.
Each Agent shall have the authority to discharge the duties assigned to him and shall have the responsibility for their discharge.
Agents shall obey the orders of superior Agents. If an Agent considers an order to be in conflict with previous orders, he shall call the attention of the superior issuing the order to the conflict but shall obey the last order given.
Instructions and/or orders issued over the signature of the Master Director of Investigators shall have the force and effect of Agency regulations.
A general order, issued by the M.D.O.I. (Master Director of Investigators), is a permanent order covering the Agency as a whole and becomes an Agency regulation on the effective date of the order.
To rescind a general order, it is necessary to issue a general order.
It is the responsibility of the commanding officer of the Staff Division to maintain and keep current the Agency Rules and Regulations.
Every Agent shall be courteous and considerate, but never servile. In non-restrictive situations, an Agent shall be pleasant and personal. When the occasion requires restrictive action, the Agent shall be firm and impersonal.
While on assignment, Agents shall devote their entire time and energies to the duties to which they are assigned.
Every Agent shall report to his superior officer any incident to the prejudices of good order, efficiency, and/or discipline which he observes or of which he has knowledge.
Each Agent shall contribute his part in maintaining Agency integrity, order, and discipline.
Agents having affiliation with any organization, which proves detrimental to efficiency or results in divided loyalty shall be subject to summary dismissal from the Agency.
No Agent, regardless of his specialized assignment, shall be relieved of his primary Agent duties, unless given authority by the M.D.O.I. in writing.
Agents shall not receive nor solicit gratuities for the commission or omission of a duty.
An Agent who fails to perform his duties, or discredits the Agency, or who fails to exercise diligence, intelligence and interest in his duties, shall be subject of disciplinary action.
Agents shall present upon request show their Agent Identification Number.
Agents shall limit their participation in controversial matters to such action, as is clearly official Agency action.
Only such force shall be used as is prudently necessary to control an individual or a situation.
An Agent shall not reveal information obtained by virtue of his position except upon competent authority as required by law or in the furtherance of good Intelligence Extraction.
Testimony in court or before any authorized body shall be given as asked for, truthfully and without evasion. Agents shall avoid any show of prejudice, anger, sarcasm, or quarrelsomeness.
An Agent shall have the express approval of the M.D.O.I. prior to lending his name, photograph, testimonial, recommendation or other device to advertising or promotional schemes.
Agents shall not knowingly make a false report.
A superior officer shall sustain a subordinate officer when the subordinate is acting within his rights and duties.
A superior officer shall avoid censoring a subordinate in the presence of others.
Agents on assignment shall not smoke when, by accepted standards of good conduct, smoking is in poor taste, or when it is offensive to others.
Every Agent shall fulfill his obligations to his family, his creditors, and his community.
Reading on assignment, in the public view, shall be confined to such material as relates to official duties.
Agents shall not degrade any nationality, race, or religion.
Agents shall avoid derogatory criticism and idle gossip.
Agents shall keep themselves informed on Agency activity.
Disciplinary Code: The following list of disorderly conduct shall be sought under disciplinary action when committed.
Accepting bribes or gratitudes for permitting illegal acts.
Failure to report, in writing, offers of bribes or gratitudes to permit illegal acts.
Involvement in a crime of moral turpitude.
Knowingly and willfully making a false entry in any Agency report or record.
Commission of a felony.
Associating, fraternizing or participating in business transactions at any time or in any manner whatsoever with known criminals or persons engaged in unlawful activities.
Fighting or quarreling with other Agents.
Soliciting for attorneys, bondsmen, or other businesspersons or firms.
Publicly criticizing the official action of a superior officer.
Repeated violations of Agency rules and regulations, or any other course of conduct indicating that an Agent has little or no regard for his responsibility as an Agent of the Rhy’Din Intelligence Agency.
Refusal to obey proper orders from superior.
Failure to take official action when necessary, at any time and/or fail to make a written report of same to commanding officer.
Failure to properly supervise subordinates; or to prefer disciplinary charges; or to take other appropriate disciplinary action.
Failure to comply with any orders, directives, regulations, etc., oral or written; and also those of superiors and supervisors.
Failure to conduct proper, thorough, and complete investigation.
Failure to take appropriate official action concerning illegal activity, including vice conditions and/or to make a written report, through channels, to the appropriate command.
Soliciting money or any valuable thing without proper authorization.
Instituting criminal action arising from official duty, without authorization of commanding officer.
Instituting civil action without directly notifying the office of the M.D.O.I.
Giving a verbal or written report of any direct or indirect information pertaining to the R.I.A. to an unauthorized person without written and certified approval of the M.D.O.I.
Failure to submit properly written required report, within a reasonable or prescribed period of time, as per regulations.
Failure to carry Agent I.D. Number at all times.
Changing residence or phone number without submitting Agent’s report.
Smoking when it is in poor taste.
Communicating or imparting confidential Agency information either in writing or verbally, to unauthorized persons.
Refusal to give name and I.D. Number when properly requested.
The preceding are violations which when committed, will be met with disciplinary action, as sentenced by the Judiciary Committee.
Agency records are confidential and their use is restricted to bonafide intelligence agencies and tax-supported governmental institutions.
Not following the rules and regulations will cause trial by jury of the R.I.A. Judiciary Committee!
