Yes Blaze(that's me)is in Sonic3 & Knuckles. To access him put the level select and debug code in and beat Knuckles' Sky Sanctuary Zone with Sonic and when the island starts to fall press B and make a few TVs and then turn in to Sonic and he should be SonKnuck(red) or Suckles(blue) then jump on 1 of the TVs and he should change into Blaze.
