Some of you may ask why I support the DSR. I say, why not? There are many reasons, I'll try to get into all of them, keep reading.
Doggett is a mature, loyal and honest friend to Scully. He never let her down, and was always there to offer his help whenever she needed it. Even when they first met, when Scully did not trust him, he stood by her side, protected her even though she was not opening up to him and letting him in on some of her secrets. In the months while Mulder was missing, Doggett fell in love with Scully. But when Mulder returned, he did not intrude on their relationship.
Scully needs security in her life. In the Season 6 episode "Dreamland", Scully expresses the desire to have a normal life, to have a family, to live in a nice home, etc. Mulder just gave her an odd look and said that the life they were leading at that moment (driving to Area 51 to meet with an informant), was a normal life. Mulder even stated that he always wants to be out chasing after truths. How can Scully decide that her dream of living that normal life isn't important anymore? In "The Truth", Scully and Mulder are on the run as fugitives, chasing after truths. Could this really be what will make Scully truly happy in life? No, we were even told so in previous episodes. Mulder cannot provide Scully with security or the normal life that she so desires. Doggett has had a family of his own, he's not needing to chase after truths about alien existence. Doggett is quite capable of providing Scully with what she wants: a normal life and family.
Doggett brings out the best in Scully and Scully brings out the best in Doggett. They challenge each other professionally, without being selfish. They listen to each other, they work together to accomplish a common goal, to solve their cases.
Doggett lost someone close to him (much like Mulder), he is much more in control of his life and his emotions. Mulder let the disappearance of his sister run his life. Mulder at times is immature, self-centered (though I don't think he realizes it) and work-involved to provide Scully with a healthy, loving relationship. Doggett knows that work is not life, he can separate the two. Doggett is mature and cares for those around him. He's more mentally stable than Mulder will ever be. Scully seems to be an intelligent woman, so you tell me, would an intelligent woman decide to be with a man that is unpredictable and irresponsible to himself and to those he cares for? Or would an intelligent woman want to be with a man who is mentally sane, has a stable lifestyle, will love you and be there for you at good times and bad? I'd say Scully would pick the latter... Doggett.
Doggett and Scully are both caring by nature. They worry about those they care for, they don't run away from their problems they face them. A relationship with those two would be the best thing for both the characters.
I also think that the writers on XF could have pulled off DSR. Mulder and Scully already know just about everything about the other (as do most viewers), to become involved in a romantic relationship. One would say they are past the point where they could have explored a relationship together (I'd say the point for them could have been in S4 or S6, but it didn't happen and then it was too late to do so). With the knowledge of the Mulder and Scully characters, there would be nothing new to learn about them. The stories would be boring.
Doggett is new in Scully's life, if they became involved, it would be an excellent device for character development for both Doggett and Scully. We could have explored aspects of their characters that we didn't get to see because of the Mulder/Scully thing Chris Carter decided to go with (and really in all honesty, how interesting was it to watch them interact in S8 and S9?).
