Application period for deer hunting permits can be found at the Kansas Department of Wildlife and Parks site. Permits are issued by a drawing system. If you are not successful, I may be able to offer a land owner permit.
All hunters born after July 1st, 1957, must have a valid hunters safety card which must be in their possession at all times while hunting.
