Well, ok as the Strangler. Being brought back to life is one thing. Imagine having to live beneath a loud and somewhat drug out variety show. This must be what pushes him over the edge, as the Strangler laughs at the oddest times.
He also has the odd habit of digging up graves, laughing, then covering them up again. Well, he doesn’t do this, his assistant does. At least he has the courtesy to drop a lighting fixture, and his on-screen creation and use of life-like masks is progressive in an age where the FX makeup man was largely unknown.
Again, his assistant (who seems more intelligent and fights better) does this for him. When at last he must fight Santo himself, he gets defeated rather easily, as a feather weight hitting a man like Santo won’t have much effect.
On the plus side, there are a lot of inventive traps used by the Phantom. Also, watching the lucha fights is a lot of fun.
