The Linn County Constitution on the subject of the balance
of power between the Executive Board and the Central
Committee says
"The Executive
Committee is subject to the orders of the Linn County Central Committee, and none of its acts
shall conflict with actions of the Linn County Central Committee."
The Bylaws state that the Executives are to
"assist in the formulation of policies for the conduct of the affairs of the
Republican Party and such other matters as may be assigned."
What is YOUR opinion of these statements as regards decision making
power?
They are accurate. The executive board exists to implement the policies enacted by the Central Committee. In this capacity, the executive board has authority to act on behalf of the interests of the Central Committee (including decision-making authority) between meetings of the Central Committee. These actions / decisions are to be reported at the next regular CC meeting, and can be rescinded if the CC as a body votes to override executive actions.
It says members "may" be removed for these reasons. So it is up to a vote of the Central Committee to decide to use this provision.

In addition the Linn County Constitution states
"A member may be removed
by the County Central Committee for inattention to duty, incompetence, or active support of
an opponent of a Republican nominee."
The first two are subjective the third is not it requires actual acitivity
should the provision for removing a member for active support
of an opponent of a Republican Nomineee be enforced?

To Advise And Assist

The Constitution of the United States grants certain Powers to the
Executive Branch with the Advice and Consent of the Senate.
The Constituion of the Linn County Republican Central Committee
is more limiting.
IT states that "The Executive Committee is under the ORDERS of the Linn County Central Committee and that NONE of its acts shall conflict with actions of the Linn County Central Committee"
It is further stated in the ByLaws that the Executives are to
ADVISE and ASSIST the Central Committee in its deliberations.
It is important to take note that the Decision Making Power
Resides in the Central Committee and that the Executive Board
is only supposed to AID the Central Committee in making decisions
It does not have the Authority to make them for the Central Committee
We will presently hold Elections for the Positions in the Executive Board
The proposed Nomination Rules call for only a 2 minute speech
by the Nominees and NO questions from the Floor.
The intent of these rules when they were first adopted was to limit
debate during the Nomination Meetinig BECAUSE it was assumed
that the Membship would have an Entire Month between Nominations
and Elections to ask any Questions they might desire of the Nominees.
The proposed Rules unless we amend them will make that impossible
SO
I suggest that the membship ask the Nominees in an email what THEY
think about the two portions of the Constitutions and Bylaws I mentioned
above. Or any other questions you may have.
I intend to do so myself
And I promise to post any answers here on this website
I will place the answer in a single post for each Nominee
I will only use a photo that has been submitted to the Central Committee
by the Nomines to the LCRCC Website or Facebook Group and or Fan Page
I will no matter how much Strain refrain from ANY comments by myself in these
Posts.
The Comments Section of the Hot Issues website will however as it always is

The Altered Reality Of The Linn County Webmaster

I just posted on an accusation made about my activities in Exodus 20:16.
After some reflection I realised that an Update was in order.
The accusation was

Linn County GOP Chair is the Dan Kauffman he removed the post announcing all the potential candidates because her picture was the first to appear.
This stemmed from two comments I made on the Linn County GOP Facebook Group Page and Fan Page
""inappropriate to put One candidate on a post that is for this topic
The Post says Potential Candidates not a Post for One single one."
One on the Group Page sparked a dialogue between me and two other members of the Central Committee
That post had the photo of a Nominee for Treasurer,
It seems to be gone.
The one on the Fan Page with the photo of our present Chair is still up.
Now I may be accused of something I did not do,
That is one thing
I may be accused of something I could not do
That is another thing
But to be accused of doing something that never happened?
Is a whole new level of Verasity that can only take place in the fevered mentality brought about by being transported to
An Altered Reality.

Some of us had an interesting online exchange Wednesday.
It started when I saw a post on Linn County GOP Facebook Fan Page.
It was a post giving a link to the
LCRCC Election Message & Potential Candidates
I commented
"It is inappropriate to put One candidate on a post that is for this topic
The Post says Potential Candidates not a Post for One single one."
We already had single Posts for the individual Nominees. I felt that the Post of the link to the Page with all of them should have been Neutral.
Later I made the same comment on the Linn County GOP Group Page for the same reason.
Disalogue ensued.
The thread on the Group Page has been removed somehow,

The LCRCC election is Tuesday, February 17, 2015. 7PM at the Longbranch Hotel & Convention Center, 90 Twixt Town Rd, Cedar Rapids, IA
Daniel W Kauffman Jr It is inappropriate to use One candidates photo in a general post about potential nominees and we do not need 8 or 9 of this post James Knox It is a link to the newsletter and you complained previously when it was the chair with her letter to the body...get over it Dan Daniel W Kauffman Jr It is inappropriate to use ANY single candidates photo on a post like this I hope the body takes note of this type of activity when it casts its votes Brett Mason Seriously, Dan? Chairperson candidates ought to be first. Given that no other person has submitted a statement of intent and a picture, in accordance with the rules, how could you possibly have any problem with this?
Secondly, every person in the LCRCC is an adult. Cognizant and educated, there is no hidden secret advantage here.
Thirdly, isn't this just another method you use to obstruct the business of the Central Committee from proceeding?
Fourthly, we have 21 months until the General Election of 2016. Every month matters, and that is the continued focus of at least some of us. Would you like to join in?
Let me see where do I start?
I never said anything about single posts for each candidate.
I said that the Post giving the link to the Webpage of ALL candidates should be neutral ie IMO

I stand by that position.
I never said anything about which Individual Post came first.
Argue with me about what I have said.
I am trying to figure out what Mr Mason means about my comment being a method to obstruct the business of the Central Commitee from proceeding.
I have noted that He and some others seem to feel that the Constitution, the ByLaws and the Rules of Order sometimes get in the way of the Central Commitee proceeding.
Which seem to be to a large part concerned with Adjourning No later than 8:30 PM
They do not seem to be overly concerned with the large amount of Committtee work left undone,
Like the FIVE issues I understand the Finance Sub-Committee wished to present to the Body and were not given the Time to do so.
Later I found out that a particular claim was made about my behavior

I am not now, Nor have I ever been an Admin on ANY Linn County GOP Website, Facebook Group Page or Facebook Fan Page.
Therefore I CANNOT NOW Nor have I ever been able to Remove ANY Post on Any Party Page (Except my Own, everyone can do this)

MR KNOX KNOWS THIS
There is a way to describe the statement he made where he claims that I removed a Post because our present Chairs photo was on it

The Disorganizational SubCommittee

The Central Committee was without Form and a Voice said:
Let there be Sub-Committees
And it was so.
There arose the Organizational Committee
And the Central Committee said
Go forth and multiply and Organize Sub-Committees each of their own kind and Function.
And the Organizational Sub-Committee begat:
The Credential Committee
The Communications Committee
The Event Committee
The Finance Committee
The Office Committee
The Elections Committee
Each according to their kind and Function,
And the Executive Board said:
We need Charters
And the Ad Hoc Committee arose to write proposed Charters so that Each Sub-Committee might know their Own Function and not Infringe on Others.
And it came to Pass that the Charters were brought to the Central Committee
And each Charter said:
They shall Report to the Executive Board or they Shall Report to the Organizational Commitee
And the Central Committee said
NO
For Lo they said the Constitution does say:
"The Executive Committee is subject to the orders of the Linn County Central Committee, and none of its acts shall conflict with actions of the Linn County Central Committee. "
As these Committees are PART of the Central Committee they shall Report TO the Central Committee.
And a great gnashing of teeth and rending of hair was heard from the Tents of the Chair.
Thus ALL Sub-Committees Each of their Own Kind and Function was given Charters detailing their Function
EXCEPT
The Organizational Committee
Which was not yet Organized to present a Charter.
And the Central Committee said
Two months you have and then return with a Charter
Which
They did not feel like doing, They chose to do other things,
Despite the By-Laws which say
"Any member of the County Central Committee who------who fails to promptly carry out his or her assigned duties within the time specified under the organization's program which the Committee has adopted may be removed by action of the county Central committee"
But the Central Committee was Merciful and Gave them Until AFTER THE ELECTION
Which was over 3 months ago?
So have they become Organized enough to do what EVERY OTHER Sub-committee has done and devise a Charter to present?
I really feel we should devise a Charter FOR them and in it change the name to--
The Disorganizational Committee
Recently one of its members sent the Sub-Committee Chair an Email asking about a scheduled meeting
The reply from that Chair was
I have no clue why, but there is no meeting.
Say WHAT?
I am certain we all remember the Debate last Summer about Who Calls a Meeting of a Sub-Commitee
If the CHAIR does not know why a meeting is not being held WHO DOES?
Because if the answer should be at the Direction of a Member of the Executive Committee?
It would constitute an Unconstitutional abrogation of the Authority of the Central Commitee
Rather like the Unconstitutional Executive Orders coming out of Washington these days

Is not just a quote, but the SUBJECT LINE of an Email sent to one of our members by the Linn County Republican Central Committee Chair.
She Who Must Be Obeyed.
In many Deliberative Societies it is not uncommon to find differing points of view.
The preferred method of handling this is Debate and Dialogue.
Both sides present their views to the Body,
There are Rules governing how this is done.
The most important being, only the Body has the Right to End Debate.
By a Two Thirds Vote.
The idea being that if 2/3rds feel that they have heard enough it is time to make a decision.
The less preferred is the use of differing methods to see that Dialogue is suppressed,
I recall when I was still Parliamentarian a Debate was ensuing at a Central Committee meeting and the Chair asked me, "What can I do to End this?" My reply was "Nothing"
See above the bit about Only the Body has the Right to End Debate.
That incident might have been the origin of the 5 Minute Rule on Subcommittee Reports.
We cannot have the Body getting too much information.
It must be LIMITED,
So that they will Keep their Mouths Shut, Do What they are Told and Remember what Their Place is.
In a word.
They can "Get with the program or move on"
The Unbelievers MUST be driven out the Doors of the Temple lest they corrupt the Faithful!
Because the Prophets of "Making a difference for the good of this country"
Have decreed that the Heretics be Purged.
"Either come along with us or we will move ahead without you. It's your choice."
Myself I am a firm believer that everyone one has a Right to THEIR Choice.
The County Chair seems to feel that evryone has a Right to HER Choice..
We will have in one short week a Chance to Choose,
They have done their best so far to place limitations on that Choice,
Nominees will have 2 minutes to speak to us and there will be NO Questions from the Floor and then
Immediately we go to the Vote.
In the Past the reason for a short statement and no questions from the floor was because we had a month between Nominations and Voting to ask Questions.
They want the assistant commitee persons who will vote to be decided NOT by the Senority System we have always used but instead base it on Who Wins the Race to Be First To Check In.
But the Rules used will be the Choice of the BODY.
The Leadership that comes out of the Voting will also be the Choice of the Body.
So at this meeting coming up in One Week
Choose Wisely.
Because if you don't?
You may not get another Chance to Choose anything for a couple of years.

We Mutually Pledge

Well we have had a range of comments on my statements about the Central Committee adjournment times,
They range from
I disagree on your time position. I think the long drawn out meetings were one of the things that turned me away from attending. set up a time limit and table issues until next time.
To
I think there needs to be balance. The last meeting was a mess. It was like watching a movie in fastforward. You got an idea of what everyone was trying to accomplish but it went so quickly only a few things were actually addressed. It's important to know when it's too late but it's also important to be flexible.
I believe part of my reaction stems from the Fact that i take One Vacation Day a Month to attend the Central Committee Meetings.
So as a result my focus is on getting the work of the Committee done, rather than what time we adjourn.
I realize others may look at things differently.
I have been going to these meetings for quite a few years and you might say I am a person of consistant habits.
Some less than Kind people may say I tend to get stuck in ruts,
In any event I have for years ordered the same dinner before the meeting and ordered my desert after the meeting.
The Kitchen closes at 10:00 PM and I do not recall any time in the last 10 Years that there has not been plenty of time to order my Chocolate Cake and Ice Cream after a meeting.
So we are talking about a long drawn out meeting of an extra 30 Minutes, Perhaps and Hour? I don't think it has ever gone as long as an Hour and Half and prevented my ordering my Desert.
It saddens me to think that in just a tad over 200 years we have gone from:

Chaotic Good

A while back I entered intop an online dialogue with someone who remembers the last few years differently than I.
I recall the Executive Board just before the present one as a very good time for the Central Commitee, while they--
But let me let them tell you in their own words
Now I'm fotflmao! Demolishing everything that you built up? Now that's rich… And just what exactly are the great accomplishments that you would like to point to? The Central committee was a disaster! It was in total disarray! There was no structure there was hardly any leadership! Maybe it was that great website you guys had! Oh yeah that's right… It hadn't been managed in years! Lmao! What a joke!
We seem to have a different definition of disaster.
The Executive Board took over a Central Committee in disarray.
The Treasury was GONE.
We started the practice of taking up a collection during the meetings to pay for the room because we HAD to.
There was no other way to pay for the room.
It was not easy in those early days the membership and those attending meetings had fallen off quite a bit.
Down to the levels we see today.
But in time the collections for a meeting could get as high as $200. According to a former Treasurer (Not the Present One or the Interim One)
Compared to-- what was it I heard the last one was, $26?
If that is Order? I will take Disorder any day.
It is true the Website had been dormant.
We made the mistake of having something that could only be handled by an expert and then the expert went Walk About.
So we now have something that can only be handled by an Expert and if they go Wallk About we will be back were we were.
Have to Love that Order and Structure.
As for the FUNCTIONING of the Central Committee in those days when everything was in disarray.
When there was no Structure and the Website was Dormant?
Well our Events were attended by 4 to 5 times as many people as today.
The Bank Account went from ZERO to $20,000.
The Meeting collections could get as High as $200
Membership and Attendance was UP not Down.
I don't recall any real fighting or arguments other than the normal.
I did not engage in anything like what I am doing presently, because?
NO portions of the Constitutions, ByLaws or Rules of Order were being Violated.
From where I stand all the Order, Structure that the present Excutive Board has given us is highly over rated.
I say
Return us to the Disorder, Unstructure and Dormancy we had when we were Effective and Working Together.
