President Clinton authorized the release of the remaining funds in the Federal Low Income Home Energy Assistance Program, primarily to help those states that have been hard-hit with the combination of cold weather and rapidly rising fuel prices. This is a federally funded program, run at the state level, that provides assistance with heating costs to low income households. WAP - Weatherization Assistance Program
The Department of Energy Weatherization Assistance Program (DOE/WAP) reduces heating and cooling costs for low-income families, particularly for the elderly, people with disabilities, and children, by improving the energy efficiency of their homes while ensuring their health and safety.
