Mitzi
Mitzi is a girl back on Earth who knows Bloom, likely going to high school together before Bloom started attending Alfea. The call Mitzi a brat would be putting it mildly: she's just an evil little wench. Not in the same threatening sense as the Trix sisters, but just in that "annoying brat" sense. Mitzi is harmless enough, but boy, can she ever press Bloom's buttons.
She's somehow gotten it in her head that Bloom is attending reform school.
It seems likely Mitzi is a product of bad upbringing: Mitzi's father is as immature a brat as she is.
