My name is Dr. Forrester, and I have come from the future through some very rudimentary time-travel technology, to put out a plea for action that may save my nation from disaster. In fact, if all goes as planned, the nation I'm representing on this trip (as a sort of, well, Ambassador) could end up having a luminous future, being as close to a Utopia as possible, (given that human beings are the occupants).
    I come from what's known as "The United Colonies Of The Moon", though, hopefully that title will be changed when my work is done here, because, though in theory it seemed a benign model- being billed by nation-states as neo-colonialism really, part of the disastrous  events occurring on our planet (we consider it such, though science would it called a satellite) are as a result of this set-up. Though we on the moon are radicals, and have shared technology and even physical parts of machinery freely with each other DESPITE regulations, the insidious influence of the Nation States, in their current un-regulated form, are often brutal and cruel.
    There is a strong police-state mentality that has already established itself in Low Earth Orbit resorts, hotels, hospitals, and theme parks... that is now threatening to penetrate the completely peaceful Moon. I've come here, risking my life (as time travel technology will not ever be perfected to be used often, the human body can hardly take it, and I myself had to fast and do other prepitory work to give myself a better chance of making it) to not only insure that the moon shall remain peaceful and weapon/aggression free, but ALL OF SPACE, and, it turns out, though many are not aware of it, now is the pivotal time in Earth's history to ensure this.
    You are at a turning point, and very soon, if you do not do something to stop it, weapons of mass destruction will be put into space, pointed at the earth, poised and ready to obliterate you all. In addition, private industry, unsatisfied with its devouring of Earth's land and resources to make its profits, are imminently ready to start "developing" space.
    There are ways to stop this, and stop this you must, for otherwise space will become a heavily protected "escape place" for the rich, and the earth will be left behind by many of these corporations: trashed, and never cleaned up, as they get past terrestrial regulations to do their dastardly deeds in protected high security stations in Low Earth Orbit. Once the rich and powerful complete their presence in space, there will also be a danger that those who believe in "evolutionary cleansing" will then use the weapons they have placed in space to systematically annihilate the "undesirables" left on earth.

    The moon and all of Space is currently, in your time, weapon free. I will give you a brief history of the development of the moon from your time to mine (2140), including some info on what we'd like to be should these changes you can make now may affect us positively in this direction. Attached to this document is a sheet of vital statistics of the moon, for those who are interested.
    First off, I will present to you the moon calendar and system of time-keeping. Having been, initially at least, research scientists, we decided it was in our best interest to develop our own calendar, congruous time system, and to synchronize it to the rhythms of the human body as dictated by the pineal glad. A "diurnal day" is therefore 28 hours, and, since the periodic meteoric bombardment of the lunar surface necessitated sinking the research domes (now "colonies") into the ground, leaving an easily shielded cap, the lighting was simple to set-up to facilitate the adoption of this rhythm.

    The first day of each season is a public holiday, which may be used for religious observances. Anyone that has had a problem with this has been sent back to earth, or not come in the first place. It has been very important to keep fanatic religious elements off the moon, for: "The moon government supports peace and reconciliation, and religion only ever starts wars." (Dr. Lucretia Forrester, former ambassador to the moon).
    There is 0% unemployment on the moon, everyone works 5 hrs per day for 5 day stretches, flextime. This continues the pattern of basing time and schedules on the system of 5's and 10's. It also has facilitated Moon people's abilities to spend actual time with each other, forming bonds and fellowship. We can also read, and attend any of the many University level classes available to expand our personal (and thereby, collective) knowledge base.

    Although we do much of our living in the protective environs of the Domes, we venture out to the surface frequently, especially the folks from colonies 4A and B, who are into collecting samples and doing detail mapping. The terrain here is interesting. It is made up of 4 main features:
Marias:
Smooth plains with very few mountains. They are mostly balsatic lavas with iron, titanium, and magnesium as the dominate elements. On the farside, they make up approximately 2.6% of the total area, on the nearside, a whopping 31.2%. This makes nearside navigation and travel easiest (if not more desirable due to the light factor) since the MARIAS act as sort of, well, "lunar roads".
Terrae:(highlands)
These are the oldest parts of the moon. There are many craters, and large quantities of calcium and aluminum.
Mountains:
There are only a few, and they're really not TRUE mountains, but merely the remnants of crater walls
Rilles and Clefts:(faults and depressions)
They look like dried up river beds, but they're actually old lava channels. Many of the lava tubes that we've found and utilized have been under these. Some of these tubes are up to 100 meters across(!) and they have made below ground travel and therefore, connectivity of our citizens (despite disapproval of our perspective nation states) possible.
    The moon has a thin crust, yet it's lithosphere is very thick, 800 km, and it has a small iron core, though the magnetic forces associated with it are nearly insubstantial. There is no wind on the moon. We have a small quantity of "naturally" occurring Geo-thermal energy, most of which can be found in the Aristarchus Crater, where we often go to watch the glowing clouds. We hope for a reoccurrence of the fairly recent small scale volcanic activity, for possible use as an energy source.
    Most seismic activity on the Moon occurs due to impacts, from craters and/or "manmade" modules and/or debris. Due to extremely low elastic wave propogation, any seismic activity is registered over very long distances, and discovering this, once the bandwidth issues were resolved, helped us greatly in our communications systems. The rest of the seismic activity (minuscule as it is) comes from tidal forces, and crater ejecta, which is cracking of the surface due to thermal stresses and high angles of repose.

Due to the Lunar libration, antenna and other communication devices aimed at the earth have had to be moveable. This, thankfully, has forced many of the earth governments into SOME exchange of technological achievements and discoveries, but, as you'll see, it's been severely limited, and unless that is changed NOW by YOU the setting for cooperation and advancement will miss it's "time", and space will become as close-minded, greedy, and protective of "intellectual advancements" as the earth has been. One of the reasons I have come is to make sure this "complete scientific openess and disclosure" DOES happen: that, instead of us sneaking behind our nation's backs to exchange knowledge, as we do now, it is instead mandatory. If you guys are successful in insuring this, oh, what a wondrous situation I will return to ! (If I survive the return trip, of course)
    There are large concentrations of water-ice at our north and south poles, the bulk at the north (2X as much as the south). All together there are 110 million- 1.1 billion tons of useable, available-to-us, water-ice (water vapors mixed with regolith, the moon's soil) depending on the scruples of whomever you are speaking with. Some on earth would rape the moon of it's resources, as they did on terra, and we suspect some have infiltrated our society, planted by multi-national corporations and governments who wish to expand their already unwelcome commercial presence onto Luna. Besides the presence of water, a 40% concentration of oxygen in the rocks have made living here possible, and has been helpful in our independence, as we feel secure enough in our making of fuel for escape and travel, and food for our continued survival independent from our "states" governments, that it has given us the leeway to make stronger decisions and resist much invasiveness.
    We have a few domes that have multiple environments, but we've (in the radical grassroots linking we've been attempting, sub rosa in more ways than one) been beginning to separate the eco-systems, which has proved far superior to trying to mix and maintain all of them in the same biome neighborhood. They are:
Rainforrest: High temp 95F (35C), low temp 55F (13C)
Savannah: High temp 100F (38C), Low 55F (13C)
Desert: High temp 110F (43C), low 35F (2C)
and, Intensive Agriculture: High, 85F (30C), low 55F (13C)

The lunar soil is extremely good for growing earth plants. It is made up of finely powdered glasses, metallic particles, and minerals.
    One of the areas that we are urging you to put research dollars into is biome technology. At the current time, research by the late Clair Folsome is being carried on by the American Biome researchers, and Buckminister Fuller has expanded her vision. In addition, the beginnings of the scientific networking and reversal of the secrecy of discoveries, has been done more in this field than in nearly any other at your current time on earth, for instance, as early as Sept. 1989, glastnost was alive in the meeting of Biome scientists from around the world at The Institute of Biophysics in Kranoyark, Siberia. There the Bios-3, their most advanced design up to that time, was opened completely for touring and investigation by all the scientists present.
    So, if you can put focus, both financial and publicity wise, on this aspect, you could help create the wave of COMPLETE SCIENTIFIC SHARING AND DISCLOSURE that will not only make a difference in the future history of the moon, and our quality of life here, but will save may human lives, as sometime in 2022 approximately 83% of the earth's peoples were killed by 4 viruses that mutated and spread, and it turned out that researchers scattered across the globe had the pieces of the cures and inoculations, yet due to intellectual property rights concerns and the business-as-usual-secrecy-code, there was more deaths by far than there would have been had they pooled their research. Legislation MUST be made to force scientists to share their research. This will have the side benefit of weeding out those who would enter the field of science to make money, rather than to  serve humanity.

    It is possible that this early weeding will produce science graduates that will not be swayed by big money bribes to produce weapons for use in space, which is already being done in your time, anticipating the rejection and erasure of the principle space treaties of the  the United Nations Committee on The Peaceful Uses Of Outer Space, which, in addition to the “Moon Agreement”, include “The Treaty on Principles Governing the Activities of States in the Exploration and use of Outer Space, including the Moon and Other Celestial Bodies”  (Outer Space Treaty), “The Agreement on the Rescue of Astronauts, the return of Astronauts and the return of Objects Launched into Outer Space” (Rescue Agreement), “The Convention On International Liability for Damage Caused By Space Objects” (Liability Convention),  and “The Convention on Registration of Objects Launched into Outer Space (Registration Convention).

    What MUST be done, now, imperatively, by all the peoples of the earth, and most specifically through the UN (which will, done well, strengthen the clout of that body) is:
1) To revise or , even, totally rewrite the above antiquated treaties, and have them ratified or at the very least signed by 100% of the members of the United Nations, IMMEDIATELY.
2) Ensure that multi-national corporations, who are currently uniting under the benign sounding Umbrella of "Space Tourism", be disallowed a presence in space, for they bring with that presence security forces and weapons, and will destroy the peace of space before anyone even knows to sanction them, and, space being large and remote, once the weapons are up there there will be no turning back, much like the Earth has experienced.
    There is an interesting back-door way to keep big business out of space, and that is to require each vessel and/or base (i.e. hotel, theme park, etc.) to equip itself with a DEBRIS SWEEPER/REMOVAL SYSTEM and pay for the transport of collected debris back to earth on a regulated, periodic basis. The costs of debris shielding, their preferred method, is (relatively) cheap. The debris removal systems currently being perfected, will, especially with the cost of "space junk terra transpo", will prohibit most corporations from even considering a space presence!
3) Recognize that it is a basic human right to have the most effective and efficient medicines and technology available, and make it part of the convention that there be Mandatory Scientific Pooling and Techno-exchange, including and especially in 3rd world countries
4) Make sure that it is clear that a satellite that penetrates it's signals and imaging into private homes be considered a weapon in space. There are already such satellites in space, collecting "intelligence reports" yet currently there are private companies seeking to set up launch sites in places where they can launch unregulated satellites into space, and the technology will make it simple for no human being to feel private again. The most recent attempt at forming such a base was at Cape York in Australia. Though that attempt failed, the organizers are currently working on ways to set up a launching base as sub rosa as possible, and they may succeed. It is EXTREMELY IMPORTANT that they do not.
5) Put as much resources as possible into global education, a model that will ensure education for everyone through a global educational fund, set up through the UN. This organization, made strong, can then lobby for the moon to be used as an enormous University, and that no one will be turned away from admittance because of financial considerations, from any country on the planet.
6) Make sure all the citizenry is made aware of the DANGEROUS Space Act Agreement Study (and convention) held at Georgetown University in Washington D.C. Feb. 19-21 1997. It was conducted by NASA (National Aeronautics and Space Administration) and the STA. (Space Transportation Association) It was attended by: "Professionals and business peoples from various areas, astronauts (possible jobs in commercial ventures in space), space booster technology and operations professionals, hotel architects and operators, airline planners, insurance underwriters, space sickness experts, space theme park designers, space and travel and tourism association and business executives, space related financiers, university tourism and space policy experts, present and former space responsible government officials, space entrepreneurs, space writers, and more. As you can see, a great lobbying effort will be needed to counteract this enormous group of profit greedy potential Space Developers, and the various industry beneficiaries of such.
7) Put emphasis on the cultural implications and religious significance's of the moon, focusing on those that are still active (as opposed to, say, worship of Sin by the Mesopotamia peoples) soas to rally those people of earth that have an emotional/cultural/spiritual relationship with the moon to INSIST it remain a weapon free, profit free, place of education, research, and mufti- national, multicultural harmony.
