Wakagi is the head of the police force in Code Name: Sailor V. He is always getting to the scene of the crime five minutes after V has nabbed the bad guys. Much like any policeman stuck in a kaitou story, but without the major problem of being in love with the theif.
He's a fun character. One of the most amusing aspects of Wakagi is that he always looks peeved. It is almost impossible to find a picture of him in which he is not looking annoyed. The chief at the police station is always ragging on him, though in truth I believe that she actually is in love with him. She does send him to Siberia in book two, but by the middle of book three they seem pretty chummy again. Like Mr. Darcy in Pride and Prejudice, the constant frustration of Wakagi is half the fun. As for romance at one point V even kisses him. Of course at the time he is unconcious so that you really don't know if he returns V's affection. Actually I hope he doesn't, because him and the cheif make a much better couple. Over all little is done with the developement of his personality, so he remains that amusingly peeved cop.
