Mashpee Charter Commission

Present: D. Arden, J. Bacigalupi, W. Freeman, R. Maney, J. Blumengarten, and C. Gasior.

Absent: E. Larkin, R. Halpern, and C. Bowmar-Perry.

Invited participants: Attorney Mike Curran, Consultant.

Audience: Bea Perkins, League of Women Voters.

A quorum being present, Dean Arden, Vice Chairman, called the meeting to order at 7 p.m.

Approval of Minutes

Ruth Maney motioned to accept the minutes of June 19, 2003 as presented; this motion was seconded by Warren Freeman and was unanimously approved, except Dean Arden abstained.

Discussion

For everyone’s information, Dean read an announcement that Joyce Mason will celebrate 20 years of service and coffee and cake will be served at Town Hall on July 18 at 10 a.m. Mike Curran briefly reviewed definition of each paragraph of draft of Article 6 – Finance and Fiscal Procedures. This draft document had been reviewed by the Commissioners previously. Some of the comments/suggestions discussed were:

• Section 6-3…On or before date set by By-Law should be stated.
• Section 6-6 – The Budget…Mike noted this is latest language.
• Sections 6.5 and 6.6 were discussed in great detail to try to ascertain that language will meet budget process/reporting goals and reports will be prepared and distributed as required by By-Law.
• Discussed financial reports being provided with Warrant. Currently FinCom sends Warrant with FinCom recommendations.
• Consensus was that goal should be that residents know what impact budget will have on taxpayer.
• Mike will bring copy of another town’s financial report to next meeting.

Next Meeting …Thursday, July 24, 2003 at 7 p.m. to discuss Article 7 – General Provisions and Article 8 – Transitional Provisions.

Ruth motioned to adjourn the meeting; Juan seconded the motion; and it was unanimously approved. The meeting adjourned at 8:15 p.m.
