Find the directory on the hard drive you want the page on.
Right click in the directory, choose NEW and Hypertext Document.
Rename (left click, F2)
Right click on the document, choose edit.
If it opens in Navigator, choose EDIT PAGE from the FILE menu.
Write your page. (Answer the question)
Save your page.
Preview your page on a web browser.
Check your page against a project description or evaluation sheet.
Upload your page to the server.
Test it on the server.

Other Stuff:
Add a picture - click the IMAGE BUTTON.
Add a Link - Click the LINK BUTTON
Center some text - Click on the ALIGNMENT BUTTON.
Change the colors - PAGE COLORS AND PROPERTIES from the FORMAT menu.
Change the page title - PAGE COLORS AND PROPERTIES from the FORMAT menu, choose the GENERAL tab in Netscape.
