Soviet

Russian for "Council" or "Parliament" . The committees of workers and soldiers formed spontaneously in the two Russian Revolutions (1905 and 1917) were called Soviets. Before the Communists took power there was free discussion. Afterwards they were vehicles for carrying out Communist decisions.
