Very little is known about Bishasu (Vicious), the villain from the upcoming fourth pokemon movie, "Celebi: An Encounter Beyond Time". All we really know is he's a Team Rocket member from the future, sent back in time to capture Celibi. He has some sort of dark Pokeball-looking thingie, and he has a really neat Mecha. His Pokemon is apperantly a Tyranitar.
In fact, up untill recently, we didn't even know what the guy looked like. (These images were captured from a 4th movie trailer that appeared on the Japanese movie site around 03/12/01)
He has a very nice sounding voice actor, who also had a few moments in the trailer. Some pictures of him are below.
