Professor Sebastian is a Team Rocket scientist. He provides high-ranking field agents with inventions that manipulate and exploit the energy of Pokemon. He has appeared in The Legend of Thunder episodes of Pokemon Chronicles, where his electricity-absorbing crystal was used by Attila and Hun in their attempt to capture Raikou.
Tyson worked with him in the episodes "Talkin' 'Bout an Evolution" and "Rage of Innocence". They had an entire research station dedicated to perfecting a weapon that could force Pokemon to evolve.
