In 1999, Bandai released an edition of their popular "Pokemon Kids" figures. There were nine toys in all, each one a human character from the anime. Previously the Kids toys had only been Pokemon. They are small vinyl figures, sometimes referred to as 'finger puppets'. Each character came packaged with several small pieces of Ramune flavored candy.
Also in 1999, Bandai also released a series of Pokemon that were featured on the anime, including Team Rocket's Meowth. He's playing his ukelele, as he did in the season 2 ending song "Nyasu no Uta". He came packaged with several small pieces of Ramune flavored candy.
Bandai recently put out a collection of characters from the Best Wishes series as part of their popular "Pokemon Kids" line. Each character comes packaged with a clear version of one of their Pokemon, and a piece of Ramune flavored candy.
These were part of the second set of Pokemon Black and White 2 Sound Drop keychains by Bandai and were released around 2011. They play lines of dialogue from the show when you press the button in the center.
The pink keychain has a clip of Team Rocket yelling "Yana Kanjiii~!", and occasionally plays an alternate version where they sound tired and dejected.
The black keychain says "Musashi", "Kojirou", or "Nyasu de Nyasu!" when you press the button. It cycles through them in a set order.
These Hasbro figures were released exclusively by Target for the 10th Anniversary of Pokemon in 2006. They have greater articulation than most other figures, with movable arms and heads. The 'Capture Claw' machine that James is holding can also be fired.

Chibi PokeHouse was a line of toys released by TOMY sometime around the year 2000. The line contained a number of playhouses as well as tiny figures to populate them. Not only were Jessie, James, and Meowth figures released, but also their Meowth Balloon and Magikarp tank.
The Mini Blister Collection figures were distributed through vending machines. They are very small and fit in the standard plastic gashapon capsule.
This is a strap that you can attach to your phone or camera. The attached Team Rocket figures hang separately and are fully sculpted front and back.
Part of the popular line of Pokemon Zukan (the Japanese name for the Pokedex) toys put out by Takara TOMY. This toy was randomly found in capsule machines as part of the "Special 04" series of figures. It is very, very small (less than two inches) and yet very highly detailed. Pokemon Zukan figures are highly sought by collectors.
In 1998, TOMY toys released large (nearly 6") PVC figures of several characters from the anime, including Team Rocket. They were released in North America by Hasbro not very long after. They remain one of the easier pieces of Team Rocket merchandise to find.
