History:
Valerie's parents were interns on a Vulcan science vessel. The ship was assimalated while investigating what later proved to be transwarp signatures. Valerie was assimalated in the womb. If she hadn't been assimilated she would have been born frail. The Borg were tempted to simply allow her to die and instead, no one knows quite why, they took some of the dna from Valerie's now-assimilated parents to augment her by replacing some of Valerie's less resiliant genes with stronger ones - since she's 1/2 human 1/2 Vulcan Valerie was geneticly "constructed" at the Vulcan Space Academy. (much in the way Spock was) and then left her alone to see if she would survive the expirment. She did.
Years later, she was found by Ferengi on a derelict cube in the Badlands. They delivered her to Starbase 375. She went through six months of physical rehabilitation where the majority of her Borg implants were removed, or replaced with prosthetics. Her psychological rehabilation took longer, and is still ongoing. Her brain developed within the framework of the hive mind, and she never developed a natural ability to make decisions. Her decision making process is on par with the logic of artificial intelligence.
Her emotions confuse her, and she reverts to Vulcan logic in moments of emotional stress. Knowing the risk of her unstable personality, Starfleet saught to assign her as technical consultant to a starship because of her expertise with Transwarp.
