The DODGE and BURN tools that come with most digital image editors are useful for lightening or darkening specific areas of a photograph in much the same way as dodging and burning in the traditional darkroom (but with much more convenience).
Mary: Before and After
The photo on the left is the original scan from a slide taken at a Christmas program. The photo was first changed by using the LEVELS command to change the overall look of the image. This brightened the face nicely but made the hands and yellow blanket too light. At the same time, her blue garment was still very dark. Her hand and the blanket were burned to darken them down to a more normal level. Then her blue garment was dodged to make it lighter. The dodging was deliberately extended a little past the edge of the garment to create just a slight halo effect.
