This site lists a simple way to make the wafers like those 
used in kit kat bars, sugar wafers, and plain [aka cake] ice cream cones.

Basically, the ratio of flour to water should be
2 water for every 1 flour... eg, 1C flour and 2C water.  
You will however need something like a pizzelle maker, which is 
a waffle like machine, but has a very tight clearance [ less than
1mm]

Anyhow, first turn on your pizzelle maker to preheat it.  Coat it with
some fat [eg, cooking spray, butter, margarine].  Then combine the flour
and water, and mix them well in a blender [ or whatever]... 

Once the pizzelle iron is hot, pour the thin liquid on it, and close the lid.  
It makes a mess, but i suspect that the liquid boiling, it forces the flour all over
the grill surface.  The flour hardens, much like french bread does ... 
except here you only get a very thin crispy wafer.
