Levels of
Play
CYC
grade school basketball is divided into 6 levels of competition, 4 of which
have city-wide season ending championship tournaments. Third and fourth grade basketball do not
have district playoffs or a city-wide championship. The grade school basketball levels of competition are as follows:
3rd Grade - Bantam Minor 5th Grade - Midget 7th
Grade - Cadet
4th Grade – Bantam Major 6th Grade – Crusader 8th
Grade - Intermediate
In
addition to the above grade levels, the South Central District has levels of
play within each division. Prior to the
start of the season, each Parish basketball lay director rates each of the
Parish’s teams at one of three categories of ability for grades 5-8 and at one
of two categories of ability for grade 3-4.
The South Central District attempts to group teams into leagues where
the majority of teams fall into the same category of ability. The purpose for this rating system is to
help improve the competitiveness of each team and allow players to have a more
positive CYC basketball experience. To
prevent “sandbagging,” only teams entered in the top ability league in each
grade are eligible for competition in the city-wide championship tournament.
The
South Central District provides the Tom Elder B/C tournament at the end of the
season for teams participating in a B or C league in grades 5-8. In this tournament, the top teams are
ranked. The schedule for the remaining
teams attempts to produce close games in first round games before the winner
plays a seeded team.

attached to the rear of the 2002 - 2003 CYC Basketball Rules that are to be
distributed to each team’s manager.
Please note the following from Rule XVI: Managers shall be supplied
with a copy of this Constitution & By-Laws and they shall acquaint their
players with the contents. Ignorance
shall not be accepted as an excuse for violation of this Constitution &
By-Laws.

III Section 3:
MANAGERS
AND COACHES, AS LEADERS, HAVE THE RESPONSIBILITY OF SETTING GOOD EXAMPLE FOR
THEIR YOUTH TO FOLLOW. THEY SHALL GUIDE
THE YOUTH IN ACCORDANCE WITH CATHOLIC PRINCIPLES, AND THE PURPOSE OF THE CYC
ATHLETIC ASSOCIATION, WHICH IS PRIMARILY DEDICATED TO THE FORMATION OF
CHARACTER AND LEADERSHIP. WINNING IS OF SECONDARY IMPORTANCE.
Article
V Section 2:
Players
must be in the same grade in which they are participating.
a. Grade
School Divisions
The CYC Athletic Association/District reserves the
right to approve/disapprove any player whose birthdate falls within the proper
division classification but whose grade does not fall within the proper grade
classification, provided that player advanced in grade for academic reasons.
b. High
School Divisions
A player in high school may not play in the grade
school divisions. A player that has
graduated from high school may not play in any division except senior.
Players
seeking exceptions to this must request in writing special permission from
their District or the CYC Office, the request may or may not be approved.
Article
V Section 3:
In all divisions, except
Parochial (see Rule III, Sec. 7) and Seniors, teams must be sponsored by a
parish, synagogue, church, temple or agency that holds membership in and is
directly connected to an established recognized religion. The CYC or its designee shall be the sole
determining body of the acceptability of an application. All players on the
team must be official members of the sponsoring entity. The teams must
abide by all rules, guidelines & principles of the CYC. All accepted teams would be eligible for
District & Archdiocesan playoffs. Teams
not accepted with full membership may be allowed to participate for league play
only.

IDENTIFICATION CARDS – ALL registered managers,
coaches and players in all divisions of the CYC Athletic Association must have an Official CYC
Registration ID Card to be eligible to participate. (Exception—Emergency Coach
and Players in the Atom Divisions)
Teams should
have their ID Cards and Roster present for every game.
NOTE: Adult ID Cards do not expire.
a.
To
be eligible to participate all teams are required to have present at each and
every game/match played: their Official
CYC receipted roster and valid Official CYC Registration ID Cards.
b.
Each
CYC District’s Executive Board or their representatives reserves the right to
require a mandatory review of rosters and ID Cards prior to each game/match of
normal league play. This is recommended
to be followed at least during the first three weeks of each league’s schedule.
c.
Prior
to the start of any CYC game/match the opposing Manager may request the
appointed game/match officials to administer a roster and ID check.
d.
In
all Archdiocesan and all District Playoff games/matches CYC Identification Card
and Official CYC receipted Roster must be dated and follow Rule II –
Registration of Players/Managers Sec. 3, must be presented prior to the start
of the game/match to the appointed Official and on request to the opposing
manager.
e.
In
all games/matches where ID/Roster checks are required or requested the
appointed game/match Officials must verify each player visually with ID Card
and Official Roster. The opposing
manager is allowed to observe the verification process.
NOTE: Late
players prior to entering the game/match must display their ID card to the
appointed official.
f.
If
a manager, coach or player fails to display an Official CYC Identification Card
along with an Official Roster as requested he or she may participate in that
game/match provided that the said team or individual produces in person the ID
Card or Roster in question before or at the completion of the game/match. If the ID Card and/or Roster (whichever is
missing) is displayed in the above manner the manager, coach or player shall be
deemed eligible and game/match in point is not subject to protest on this
account. If manager, coach or player
participates in the game/match and fails to follow this procedure said
game/match may be awarded to opponent by governing Sports Committee without the
need of protest.
Rule
II Section 4
An
Open Division player may participate on the same day with another organization
in either the same or different sport.
Parishes may set their own guidelines concerning CYC activities missed.
A
Closed Division player may participate on the same day with another
organization provided it is a different sport.
Parishes may set their own guidelines concerning CYC activities missed.

In
either of the above cases during the Archdiocesan Playoffs these games must be
participated in to entirety, if they are not, then the offending parties may be
disciplined by the Playoff Committee.
Rule
II Section 6
Those
eligible to play:
a.
1. Must be a resident of the Archdiocese.
2. If from another Diocese by special permission of Archdiocesan
Director, Associate Director or Sports Director.
b.
In
all grade school divisions, a Catholic player is eligible to participate in the
CYC Program in the following manner and order:
1.
Parish
of registration OR the Catholic School the player is attending as a full-time
student.
2.
Parish
of residence, if parish of registration or the player’s full-time Catholic
school does not have an eligible team for said player.
3.
If
there is no program or available team for the player in sections 1 and 2 above,
their parish representative shall submit the player to their District Chairmen
for assignment with another team in the District. The assignment should be done on a “need” basis, that is, the
assignment is to a team that is in need of players: while taking the player’s
past reassignments from previous seasons into consideration and also reasonable
geographic factors.
c.
In
all grade school divisions, a non-Catholic player is eligible to participate in
the CYC Program in the following manner and order:
1.
Parish
of residence OR the Catholic school the player is attending as a full-time
student.
2.
If
there is no program or available team for the player in section 1 above, their
parish representative shall submit the player to their District Chairmen for
assignment with another team in the District.
The assignment should be done on a “need” basis, that is, the assignment
is to a team that is in need of players: while taking the player’s past
reassignments from previous seasons into consideration and also reasonable
geographic factors.
For sections b-3 and c-2, assignments may, cross
District lines with the approval of both District Chairmen. These applications must be made no later
than the deadline for application of parish teams.
The parish must consent to accept the player who is
assigned and the player is subject to the rules of that parish.
In cases where a player is not placed on a team
because of parish restrictions, that player would be eligible under b-3 or c-2.
d. 1. If
in b and c above there is a program
in the player’s division but the parish or school team’s roster is filled, the
player may apply to the District for assignment with another parish team in the
District. There are no longer numbers
stated for a roster to be considered filled.
This assignment should
follow the same procedures as in b-3 and c-2.
(Not intended to move a majority of a team or intended to keep a player
from that parish from playing with that team)
2. If a parish has restrictions as to a player(s)
not being allowed to play for that parish then the player(s) may be assigned to
another team in accordance with b-3 and c-2 above. Such parish restrictions must be on file with the District. The final decision on the enforcement of the
parish restriction(s) and the assignment will rest with the District.
e. 1. In
all Grade School Divisions there must be at least one (1) Coach/Manager
(Non-Player) in attendance with an ID Card and be responsible for the team’s
actions for the entire game.
2. In the Junior and Juvenile Divisions there must be a least one
adult, 21 years or older, in attendance with a CYC ID card responsible for the
team’s actions for the entire game. The
Executive Committee reserves the right to require additional responsible adults
for any or all Junior or Juvenile teams on a sport by sport basis. Junior and Juvenile teams should contact
their District chairperson/sports chairperson and/or the supplementary rulebook
for a full explanation of that sport’s
requirements.
Any team/parish not having the above conditions met
is subject to forfeiture and disciplinary action. In an emergency a substitute coach must be appointed and the Head
Official notified.
f. Closed vs
Open Reassignments
A Closed Player can be reassigned to a Closed or an
Open team, with no regard so to what their home parish’s classification is.
An Open Player can only be reassigned to an Open
team, with no regard as to what their home parish’s classification is. Their assignment can only be to a team
within their district, unless there is no Open team in that district.
NOTE: A player who changes their status twelve
months or less prior to the opening of a season will be considered as being
eligible for their previous parish/school as a participant for the balance of
the season. Before participating said
player shall file a signed statement of change of registration/residence with
the CYC District to be attached to their team’s roster.
Rule
VII Section 1:
All
that is dishonorable and unsportsmanlike is particularly and expressly
condemned. The manager, coach, player,
spectator or team guilty of such violation shall be removed at the discretion
of the District/Officials. The
District, provided the District/Official’s report warrants, may further
penalize managers, coaches, players and teams.
If a player, coach or manager is
ejected from a game or placed on report, they must surrender their ID Card to
the game official(s) or CYC personnel, upon request.
Rule
VII Section 5:
Managers,
coaches and team captains only may confer with the Officials, provided it is
done in a civil manner. Anyone
attempting to rush the Officials, cause scenes, or dispute decisions in an
unsportsmanlike manner is to be ejected from the game and/or placed on
misconduct report.

be distributed to each team’s manager.
Please note the following from page 8 of the Rule Book: It
is the responsibility of all participants to know the content of this book and
all matter contained in the CYC Constitution.
SPECIAL NOTES
11. MINIMUM PLAYING REQUIREMENT
All
eligible players on the bench must participate in each game. Failure to do so may result in
forfeiture. The District Chairperson or
Sports Chairperson has the authority to further discipline the coach or
manager.
There is no mandated length of playing time during
league play. However, taking into
consideration the number of players on a team, we highly recommend that each
player play at least ¼ of each game. (The South Central District Supplemental
Rules require all eligible players to participate in each half.) Failure to comply with the spirit of this
recommendation may result in disciplinary action by the District.
THE 25% MINIMUM PLAYING TIME
WILL BE MANDATORY DURING ALL DISTRICT AND ARCHDIOCESAN PLAYOFF GAMES. FAILURE TO COMPLY WITH THE MINIMUM PLAYING
TIME DURING PLAYOFFS MAY RESULT IN FORFEITURE OF GAME AND FURTHER DISCIPLINARY
ACTIONS.
Rule
9 Section 13 “NO PRESS” RULE
A.
In all Divisions, when a team is ahead by 20
or more points, that team cannot press.
This rule applies during the entire game including the last two minutes.
B.
In the Crusader and Lower Divisions (6th
grade and younger) for both boys and girls, the offensive team shall be allowed to bring
the ball and the player with the ball entirely into the frontcourt without
being pressed when the ball is inbounded into the backcourt. A team can press when the ball is inbounded
into the backcourt during the last two minutes and any overtime periods. A team can press on turnovers and rebounds
if they are not ahead by 20 points or more.
C.
A violation of the “No Press” Rule shall result in a warning
and a second violation will result in a team technical foul. This foul is not assessed against a player
or coach. The defensive players must
permit the ball and the offensive player with the ball entirely into the
frontcourt before they can play the ball.
The defense must stay 3 feet
from midcourt or the center circle extended until the offensive team is
established in the frontcourt.
Rule 10 Section 4 Article 5
The head coach is
responsible for
the conduct and behavior of substitutes, disqualified squad members, all other
bench personnel and fans. Note 1:
A technical foul on any of the above will result in an indirect
technical foul charged to the head coach.

CYC Rules Commonly Misinterpreted
(See South Central District Supplemental Rules, including no press rule
for third and fourth grades.)
ARM GUARDING; If a defensive player has their arms extended horizontally from their body and they make contact with an offensive player, with or without the ball, in an attempt to impede their movement, it is a foul on the defensive player.
BASKET PREFERENCE; The home team, on the schedule, will have its choice of benches, unless designated. The choice of baskets is that each team will be going in the direction closest to their bench for the second half.
CLOSELY GUARDED; While a player is dribbling in their frontcourt and an opponent is within 6 feet guarding the dribbler, if the dribble continues for 5 seconds a violation occurs and they lose possession. The same applies if the player, in the frontcourt, holds the ball for 5 seconds in their frontcourt while closely guarded. However, a player may hold for 4 seconds, dribble for 4 seconds and hold for 4 more seconds and there is no violation until the count reaches 5 on any of these situations. The only exception to this is if the dribble is interrupted. The count stops until control has been reestablished and then it is re-started.
COACHES BOX; The head coach may stand in the coaches box to give instructions to his or her players and/or substitutes. A coach who rises for the purpose of objecting to an official call shall be subject to a technical foul. The coaches box shall be defined as being the length of the team bench. If there is any doubt about where the team bench begins or ends, the referee will have final jurisdiction over this determination.
DUPLICATION; CYC By-Laws prohibit playing basketball for more than one team or division at the same time, that is declared closed. Refer to Rule II, Sec. 4 in the CYC Constitution.
EXCESSIVE SWINGING OF ARMS OR ELBOWS; A player shall not excessively swing his/her arm(s) or elbow(s), even without contacting an opponent. A player may extend arm(s) or elbow(s) to hold the ball under the chin or against the body. Action of arm(s) or elbow(s) resulting from total body movements as in pivoting or movement of the ball incidental to feinting with it, releasing it, or moving it to prevent a held ball or loss of control shall not be considered excessive. The ball is dead when the violation occurs and is awarded to the opponents for a throw-in from the designated out-of-bounds spot nearest the violation.
FOULS FOR EJECTION; For the purpose of ejection, technical fouls are added to personal fouls. A player who receives one technical foul and four personal fouls is ejected for having committed 5 fouls during the contest.
FREE THROW VIOLATION; During a free throw, if a teammate of the shooter commits a violation, the ball is dead and that free throw attempt is over. If the violation is by an opponent and the free throw is made, the violation is ignored. If the free throw is missed, the official will stop play and award a substitute throw. If both teams violate, the official will signal and if on the last attempt, play will begin with an alternating possession throw-in by the team entitled at the spot closest to where the violation occurred. If it occurs on the first of a multiple free throw, that attempt is over.
HAND CHECKING; Hand checking is a foul. Placing of the hand on a player in an attempt to direct them or control their progress is a foul.
HEADBANDS; Headbands no wider than 2 inches and made of a nonabrasive, unadorned single-colored cloth, fiber, soft leather or rubber may be worn. Rubber/cloth (elastic) bands may be used to control hair.
ID CARD & ROSTER
CHECKS; Teams will be checked for
the correct ID cards and approved CYC rosters as directed by the District, and
upon request from either coach or official.
ID cards and rosters will be checked at each District Playoff Game. All coaches seated on the bench must have an
approved ID card. Scorers seated on the
bench do not need ID cards, so long as they do not coach. (The
South Central District Supplemental Rules allow only three coaches, including
team scorekeepers, to sit on the bench with the players and each must have an
ID card with a current season validation sticker attached to the back of the ID
card.) In the event that a team is
without their ID cards or approved roster, the game may start. If the ID cards and roster are not presented
to the game official
prior to the end of the game (including overtime), the game may count as a
forfeit, regardless of the score or outcome of the game. This includes the playing of an individual
player without an ID card. The game
would be considered a forfeit.
INTENTIONAL FOULS; “Playing the ball” no longer exempts a player from committing an intentional foul. The expanded definition of the intentional foul should make it easier for officials to enforce the intentional foul rule. An intentional foul is a personal or technical foul designed to stop or keep the clock from starting, to neutralize an opponent’s obvious advantageous position. Contact away from the ball, or when not playing the ball, or when playing the ball excessive contact occurs. Intentional fouls may or may not be premeditated and should not be based on the severity of the act. Acts that must be called intentional fouls are grabbing a player from behind, wrapping the arms around the player, fouling a player on an attempted shot in a manner that is excessive so that the shot will not be made. Grabbing a player from behind before he or she gets in the act of shooting when an apparent easy basket may be scored. These examples are all acts that are intentional and must be charged accordingly.

NO PRESS RULE; Pressing in the backcourt, following any throw-in in the backcourt, is not allowed in grades 3, 4, 5 and 6 except for the last two minutes of the game and any overtime period(s). This rule is interpreted to mean that you must allow the offensive team a distance of at least three feet back from the midcourt line. Failure to do so will result in (1) a warning to the defensive team and upon the second infraction, (2) a technical foul assessed to the bench.
OFFENSIVE FOUL (CHARGING); An offensive foul is when the offensive player initiates contact with a defender who has established a legal guarding position. The defender may be moving as long as they initially established a legal guarding position. No free throws are awarded on offensive fouls. A personal foul is charged to the player and the ball is awarded to their opponents.
OVER AND BACK; When a player has both feet and the ball in the frontcourt, they are then in the frontcourt. Having both feet in the frontcourt and the ball still in the backcourt means the player has not come completely into the frontcourt. A player may place one foot in the frontcourt, dribble the ball in the frontcourt and then go into the backcourt and there is no violation, and as long as the second foot does not step in the frontcourt, they are considered to still be in the backcourt.
OVERTIME; All overtime periods will be TWO minutes in length. Play will continue until a winner is determined. Each extra period begins with a jump ball. (In the South Central District no overtime is played for the third grade and one overtime can be played for the fourth grade at the discretion of the Gym Monitor.)
SCREENS; A legal screen is one in which the player is stationary, with a normal stance. Moving a hip, leg or shoulder into the path of the defender is a foul. The screener may face any direction and must determine if the player being screened is moving. If the defensive player is moving, time and distance are relevant in determining if it is a legal screen. When screening from the side, the screener may be anywhere short of contact with the opponent. When screening from the rear, they must allow the opponent one normal step backward before contact. If the opponent is moving, they must be given not more than two strides prior to contact. A moving screen is legal as long as no contact is made and both are moving in the same path and direction. When moving in the same path and direction, if the screener slows or stops, the opponent is responsible for contact.
SUBSTITUTIONS; All substitutes must report to the scorer. They should give their number and the number of the player they are reporting for. They must wait at the table until beckoned by the official into the game. A substitute who desires to enter between periods, half-time or during a time-out must do so prior to the warning buzzer sounded 15 seconds prior to the restart. Reporting after the warning buzzer will not be permitted and the player must wait until the next available stoppage in play.
TEAM BONUS SITUATION; The team bonus of 1 and 1 begins on the 7th team foul of each half. A double bonus of 2 shots begins on the 10th team foul of each half.
TECHNICAL FOULS - EJECTION; Two direct technical fouls on any player or coach will result in their ejection and indefinite suspension from all CYC activity pending a hearing by the District. NOTE 1: Indirect technical fouls are charged to the head coach. If a head coach receives three indirect or one direct and two indirect technical fouls, they will be ejected and suspended pending a hearing.
THREE SECOND VIOLATIONS; Three second violations occur in the following manner; the ball must be in the team’s frontcourt. The team must have control. (There is no team control during a shot or a loose ball.)
THROW IN PLANE VIOLATION; During a throw in, the defensive player must not extend any part of their body past the vertical plane marking the boundary line. A violation of this for the first violation is a warning, the second is a technical. Committing a foul in the act is a Technical Personal foul.
TIME OUTS - REQUESTING; Only the head coach or player currently in the game may request a time out. They must verbally ask the official for the time out. Signaling or other methods could be confusing and could result in a time out given when none was requested.
TIME OUTS - TEAM; Each team will be granted a total of four time outs during the game. An extra time out is granted during each overtime period.
TRAVELING VIOLATIONS; Traveling occurs when a player moves or lifts their pivot after having established it and is not in the air. If a player falls to the ground with the ball, it is traveling. If a player secures a loose ball on the ground and rolls to avoid another player, it is traveling. If a player on the floor dives for a ball, it is not traveling. Attempting to get up after having secured the ball on the floor is traveling.
TWENTY POINT RULE; If a team is ahead by 20 or more points, they are not allowed to press, regardless of the situation. Violation of this for the first offense will be a warning. Additional violations will result in technical fouls against the player.
UNIFORMS; All players must have a uniform. It must be similar in color and design to the others. Each uniform must have a number on either the front, back or both. Tape, paper or other material passing as a number are not allowed. Compression shorts worn under their uniform must be of the same color as the uniform pants. Contrasting colors, those with logos, designs or other insignia are not allowed. Shirts worn under the uniform shirts must be of the same color as the uniform shirt. Contrasting shirts will not be allowed. The players will not be permitted to participate unless they have a valid uniform. They must remove the offending garment before they are allowed to participate.
VERTICALITY; Verticality applies to a legal position. Once a legal guarding position has been established, the defender may rise or jump vertically and occupy the space within his or her vertical plane. Hands may be raised and even if contact is made, as long as the vertical position has been maintained, there should be no defensive foul. If the offensive player causes the contact while the defender is in a vertical position, it is an offensive foul. The offensive player should be given no more protection or consideration than the defender in judging which player has violated the rule.

Central District
Supplemental
Rules
1. Rosters must be approved prior to the first league game and may be
changed only through the third league game.
All changes after the rosters are initially approved must be made on the
Supplemental Roster form. No team
members may be added after the fourth weekend of the regular season.
2. At least three-fourths of the players on any 4th grade
team’s roster must be in the 4th grade. No 2nd grade players are allowed on a 4th
grade team. At lease three-fourth of
the players on any 3rd grade team’s roster must be in the 3rd
grade.
3. The CYC South Central District generally makes use of all
available gym time to schedule its league games each season. The South Central District does not have
access to additional gym time for use in rescheduling games that cannot be
played due to team conflicts. Accordingly, the South Central District will not
coordinate the rescheduling of any South Central District league basketball
games.
4. Individual coaches are allowed to reschedule basketball games with
the opposing coach’s consent. Due to
the scarcity of gym time, rescheduled games may have to occur during the week
during one of the team’s regular practice times. Except in the case of a forfeit as explained below, a game that
is timely canceled but not rescheduled will not count as a win or a loss for
either team.
To prevent a forfeit, the coach of the team having the conflict
with the scheduled game time must provide at least 72 hours advance notice to
the opposing coach as well as to the gym in which the game was scheduled to be
played. Failure to provide such timely
notice will result in a forfeit by the team having the conflict, even if the
game is eventually played. No
referee/scorekeeper reimbursement will be paid by the South Central District
for a game that is eventually played if timely notice of cancellation of the
originally scheduled game did not occur.
5. There will be no admission fee charged at any South Central
District gym for league and/or playoff games.
6. For grades 3 and above all referees must be in high school or
above. Exceptions can be made for 3rd
and 4th grade games if the second official has at least three years
of refereeing experience. All
scorekeepers and timers must be in at least the 7th grade, and
preferably 8th grade. There
will be an assigned adult available in the gym at all times during games to
assist the referees should circumstances arise.
7. The third grade league can be used as a training program for
referees, scorekeepers, and timers. At
the discretion of the Parish lay director, scorekeepers, timers, and referees
can be in the 7th or 8th grade as long as a third adult
referee participates also. An assigned
adult gym monitor must be in the gym also.
If a third adult referee is not participating, then the previous rule
(6) applies for referees, scorekeepers, and timers.
8. The South Central District has adopted a 13 foot foul line for the
4th grade only (in lieu of the 15 foot line). A painted stripe or tape shall be placed on
the floor to designate the 13 foot free throw line. For the 3rd grade, free throws are shot from the
bottom of the free throw circle and the shooter is allowed to step over the
line on the follow-through.
8. In the event of a tie score
at the end of regulation time of a 4th grade league game, one (1)
two-minute overtime period may
be played to attempt to determine a winner of the game.
9. In the event of a tie score
at the end of a regulation time of a 3rd grade league game, no overtime period will be paid.
10. Three point shots are allowed for all grades in gyms where the floor is
properly marked.
11. Official rosters are to be used to complete the official scorebook
and all player/coach ID cards are to be held at the scorekeepers’ table until
after the game sheet has been signed. (CYC ID cards are not required for 3rd
and 4th grade players.)
If ID cards are not available at the beginning of the game, they must be
shown to the referees before the end of the game; otherwise, it will be so
noted on the official report of game sheet.
It is the coach’s responsibility to double check that the score and
league number are correct before signing the report of game sheet.
12. Only three coaches, including team scorekeepers, will be allowed to
sit on the bench with the players and each must have an ID card with a current
season validation sticker attached to the back of the ID card.

MINIMUM PLAYING REQUIREMENT
All eligible players on the bench must participate in
both halves in each South Central District basketball
game. Failure to do so may result in
forfeiture. The District Chairperson or
Sports Chairperson has the authority to further discipline the coach or
manager.
There is no mandated length of playing time during league
play. However, taking into
consideration the number of players on a team, we highly recommend that each
player play at least ¼ of each game.
Failure to comply with the spirit of this recommendation may result in
disciplinary action. Games may be
audited by District representatives during the year to monitor compliance with
this recommendation. The minimum
playing requirement rule will be enforced during all District “A” playoff
games.
Notes on
the special rule:
A. A player who is unable to play in both halves due to illness,
injury, late arrival or early departure will not be cause for forfeiture.
B. The coach may not bench the player in the second half for
disciplinary reasons. Special Note 12
of the 2002 - 2003 CYC Basketball Rule Book requires non-participating players
to be identified to the officials and the opposing coach prior to the start of
the game. Therefore, any benching for
disciplinary reasons must be applied at the next game.
C. A player who is unable to play in both halves due to ejection (5
personal, 2 technical fouls or a flagrant foul) will not be cause for
forfeiture.
D. This purpose of this rule is to support and encourage each player
to participate in at least ¼ of each game.

14. Forfeits will be decided at District meetings during the
season. The lay director, referees and
coaches cannot award a forfeit. Any
game in question will be played as a regular game and any circumstances
regarding possible causes for forfeit such as no ID cards, etc. will be noted
on the back of the report of game sheet and signed by coaches and referees.

No Press
Rule for Fourth Grade Only
THE NO
PRESS RULE FOR THE FOURTH GRADE APPLIES FOR THE ENTIRE GAME. THERE IS NO EXCEPTION IN THE LAST TWO
MINUTES OF THE GAME OR IN ANY OVERTIME PERIOD.
1.
No defensive pressure in the
back court Once a team has established control of the
ball in its back court -- after the opening tip-off, following a turnover, on a
rebound, and on any throw-in in the back court -- the defensive team must
retreat (“drop”) to the opposite court without applying any defensive pressure.
Exception: If a team
attempts to “fast break” up the floor anywhere behind the “No Press Line,” the
opposing team has every right to play defense.
Violations and Penalties: A warning shall be issued to the coach and team for the first
illegal defense in the back court.
After the first warning, failure to heed cautions from the referees may
result in a team technical foul for unsportsmanlike conduct. This foul is not assessed against a player
or coach.
2. No Press Line While the offensive team is in the back
court, the defensive team must remain behind the “No Press Line” (3 feet from the top of the Key, or as
designated by gym). Once an offensive
ball handler is completely across the mid-court line, she/he has 5 seconds to
put the ball past the “No Press Line” and the defensive team must continue to
remain behind the “No Press Line”.
(Referees will use discretion in interpreting the 5 second count, as its
intent is to prevent stalling by the offense; the 5 second count may be
“stretched” as long as the offense is making an effort to advance the
ball.) When the “No Press Line” is
crossed, it no longer has any effect, and offensive and defensive players may
be anywhere within the front court.
Violations and Penalties:
·
If
the offense fails to get the ball across the “No Press Line” within 5 seconds,
a warning will be given to the coach and team for the first occurrence. On occurrences after the warning, the team
will be in “violation” and the ball will be given to the opposing team.

If
the defensive team crosses the “No Press Line” before the ball is across, a
warning will be given to the coach and team for the first occurrence. After the first warning, failure to heed
cautions from the referees may result in a team technical foul for unsportsmanlike
conduct. This foul is not assessed
against a player or coach.
3. No trapping Deliberate double-teaming, where two
defensive players guard a single offensive player, is not allowed anywhere on
the court at any time during the game.
This activity is obvious when it occurs far away from the basket and the
defensive team attempts to “pin” the offensive player against an out-of-bounds
line or the mid-court division line.
Situations “in traffic,” especially near the basket, will not be
considered trapping -- e.g., the offensive player attempts to dribble between
two defensive players, two players react instinctively to an offensive move, or
two players are simply confused about whom to guard.

Rules for Third Grade
The
Third Grade League provides the opportunity to introduce all participants
(players, coaches, and fans) to the goals of the CYC program and, in
particular, to promote good sportsmanship.
It is a training league for players and officials and typical basketball
rules will be enforced at the discretion of the referees per the level of
play. Any coach or fan exhibiting
unsportsmanlike behavior (such as questioning referee calls) will be asked to
leave by the adult referee or the adult gym monitor. This is a training league
providing recreational basketball. Team and individual efforts should be
praised by officials, coaches, and fans.
Fun and laughter should be the norm.
There should be no mention of winners and losers.
Adult Gym Monitor. An adult gym monitor must be present. Consider using the same adult gym monitor to provide program
continuity.
Officials. If the game is not being
used to train referees, all referees must be in high school or
above. Exceptions can be made if the second
official has at least three years of refereeing experience. All scorekeepers and timers must be in at
least the 7th grade. Third
grade games can be training opportunities for scorekeepers, timers, and
referees who are in the 7th or 8th grade as long as a
third adult referee participates also.
Playing Time. Playing time must be distributed equally among all
participants. Players should
participate in each half.
Periods. Four 9-minute periods will be played. A running clock will be used except for the last two minutes of
the game. In the last two minutes of
the game the clock will be stopped for violations unless one team is leading by
10 points or more. There will be a
one-minute break between periods and a five-minute half time.
Time Outs. Three time outs per game are allowed.
Tie Score. In the event of a tie score at the end of a regulation time, no overtime period will be paid.
Free Throws. Free throws are shot from the bottom of the free throw
circle. The shooter is allowed to step
over the circle on the follow-through.
To
avoid delays, coaches should train players on lining up for free throws.
Defensive Area. In the front court, the defending team must remain in the
three-point arc. If a three-point arc
is not marked in a gym, the defensive area will be defined before the
game. If a team does not remain in the
defensive area, the referee may stop play to organize the defensive team. The offensive teams retains possession of
the ball.

always. Note that the referee may make
calls towards the end of the game to
insure that each team
scores.
