Bro. Elbert A. Walton, Jr., one of three children born to Elbert, Sr. and Luretta B. Ray, was born in the City of St. Louis, Missouri. He is divorced and has five children, Rochelle, Rhonda, Angela, Elbert III and Johnathan and twelve grandchildren.
Education
He attended public schools in St. Louis graduating from Henry Elementary and Sumner High Schools. He received an Associates in Arts degree from Harris-Stowe State College in Commerce and Finance. He received his bachelor’s degree from the University of Missouri-St. Louis in accounting, a Masters degree in Business Administration from Washington University of St. Louis and a Juris Doctor degree in Law from St. Louis University. He attended both Washington U and St. Louis U on full scholarships. He received academic honors while in law school and as a student at the University of Missouri-St. Louis.
Extracurricular Activities
While in high school he ran track and cross country. While at Harris, he lettered in track and cross country and served on the student council while attending the University of Missouri-St. Louis he served a President of the Association of Black Collegians and was elected as a member of the Beta Alpha Psi Honorary Accounting Fraternity. At Washington University, he was a member of the Association of Black Collegians, Vice-Chairman, the Graduate Business Students Association, Student Government Association, Class Representative and a Student Tutor. At St. Louis University he was a member of the Black American Law Students Association, Law Students Civil Rights Research Council, North St. Louis Democratic Club, President, Phi Delta Phi International Legal Fraternity, Society for International Law, Young Democratic Clubs of Missouri, State Recording Secretary & General Counsel
Military Service
He served in the U.S. Navy reserve after high school receiving an Honorable Discharge.
Fraternal Service
Bro. Walton was initiated into the Omicron Sigma Chapter of the Omega Psi Phi Fraternity, Inc. He served as the President of the Lampados Pledge Club and was the Pilot or end man on his line. He also served as Basileus of the Omicron Sigma Chapter. He was elected as District Counselor in the 8th District of the Omega Psi Phi Fraternity and served as Grand Counselor as well. Upon graduation from undergraduate school, he joined the Upsilon Omega graduate chapter where he became a life member of the Fraternity; and has remained active with the Upsilon Omega Chapter over the years. He received his a plaque for service to the Fraternity at the Grand Conclave in 2002. He formerly served as the Chairman of the Management Committee for the operation of the Omega Center, a former 20,000 square foot union hall, purchased and operated as a community center by the Upsilon Omega Foundation, Inc., an affiliated not for profit corporation organized by the Upsilon Omega Chapter.
Employment Experience
He began his employment career as an accountant rising to the position of Comptroller of Homer G. Phillips Hospital. He went on to be employed as a financial analyst with Continental Oil Corp in New York City, an Instructor in Accounting and Law at the University of Missouri-St. Louis, and an Assistant Professor of Management at Alabama State University. He currently practices law in the City of St. Louis where he specializes in bankruptcy and personal injury law.
Public Service
He has had a distinguished career as a public servant. He served as a Municipal Court Judge in the City of St. Louis before being elected to the Missouri House of Representatives where he served for fourteen years. He was City Attorney for the City of Berkeley. He was also elected as Democratic Party Township Committeeman in St. Louis County. His wife (now ex-wife) followed him into the Missouri House of Representatives where she served four terms. His daughter Rochelle was elected to replace his ex-wife. Rochelle has been recently elected to her second term of office.

Bro. Walton has been a member of the Missouri Bar and is admitted to practice law before the United States Supreme Court, the Eight Circuit of the U.S. Court of Appeals, the U.S. District Courts of Missouri, the U.S. Bankruptcy Courts of Missouri as well as the Municipal, Circuit, Appeals and Supreme Court of Missouri.
He has been a member of the American Accounting Association, Beta Alpha Psi National Accounting Fraternity, Midwestern Business Administration Association, Missouri Bar, Mound City Bar Association, National Association of Black Accountants (Former Chapter President & National Vice-President), National Bar Association, National Black MBA Association, Phi Delta Phi International Legal Fraternity, the Alumni Association, U of Mo-St. Louis (Lifetime), American Civil Liberties Union, Greater Ville Redevelopment Corporation, Former Board Member, Halls Ferry Township Democratic Club, Former Board Chairperson, Former Member, Board of Directors, Missouri Legislative Black Caucus Foundation, National Foundation for the Training of ParaLegal Personnel, Parents Teachers Association, Former President, Unity Political Action Committee, President, Wesley House Community Center, Former Board Member, William’s Community School, Former Board Member, just to name a few.
