STEALTH: This object appears to have some very interesting stealth capabilities. There are a variety of uses for this form of engineering, it may be designed to absorb enemy radar, by utilizing its stealth-radar illuding capabilities. The goal would be absolute invisibility to enemy radar. When we examine this object from that perspective, it becomes clear that they are probably working on some new stealth technology. Precisely the activity one would expect from this top-secret air base.
Considering my limited knowledge of electronics, it appears pretty obvious to me what they are doing with this domed=square. Two things came to mind. They are probably suspending it to conduct tests on its geometric properties. I would speculate that they are also testing to see how shape relates to the particular EmG wave that this test drone But this seems the most likely. I do not believe it is for a military version of ufo, although a back engineered ufo may have been the inspiration for this type of technology (See reed ufo photographs, the "Obelisk." There are other possible explanations; but this seems the most likely.
