The Well-Manicured Man is the Best
He has a higher purpose than the other members of the syndicate. He tries to help Mulder and Scully when he can, and he saved Mulder's life and gave him the means to save Scully's. He's a noble guy caught up in rotten circumstances. He seems so kind and grandfatherly sometimes, just generally lovable.
