Law #666 from the Levanda Index

Home
Czar: Nicholas I
Year: 1852

Editor's Note: This is speculation, but perhaps Jews agreeing to convert to Christianity were quickly or more quickly discharged from army service. Suppose some falsified the papers confirming their conversion. If the above were true, this decree would seem to want to punish these Jews.

666. -- March 14. Exact, Promulgated by the Senate April 24. --

On handing over Jews to military courts who are convicted of falsifying government documents and their discharge on conversion.

The Emperor, after reviewing the notes of the reports of the loyal Vilna Military Governor, and the Grodno, Minsk, and Kovno Governor-Generals of December 26, 1851, on the status of the gubernias entrusted to them, among other things, was pleased to imperially order: Henceforth, all Jews in those districts who are convicted of falsifying any government documents and are discharged on conversion, at the conclusion of the investigation, will be handed over to a military court.
