The Emperor, by the presentation of the Caucasus Governor-General and the legal position of the Caucasus
Committee, was pleased to imperially order: § 15 of the law (20,707 *), imperially ratified December
15, 1846, on settling the Northeastern coasts of the Black Sea, and prohibiting Jews to have permanent
residence in the port cities on these coasts, does not extend to Karaites, permitting these latter to be added
on to the port cities on the indicated coasts, to live and possess their own property.
