The Emperor, from the legal position of the Jewish Committee, the 17th day of May of the year 1858,
was pleased to imperially order: it is commanded to permit Jewish merchants of the 1st and 2nd
guilds to bring foreign goods to trade fairs in Khar'kov and Summy, for their own sales.
