The Mayor
The punch at two faced politics in the movie, the Halloween Town Mayor is just that. Literally, he has two sides to him; happy and angry. It's always one or the other. Anyway, the Mayor plays an important role in the movie, helping character development. He knows nothing about running the town, and relies on Jack to make important decisions. After the Halloween celebration, the Mayor goes to Jack's house to go over the plans for next Halloween. Of coarse, Jack's not there and that's when the Mayor's other side appears. Rather than the bright smile and normal-ish skin, he has a white complection and a blue growl expression. As stated before, the Mayor is the caricature of politicians; Two faced and unable to do anything on his own.
