M-F Councilman Herb Saager dies
The owner of Saager's Shoe Shop served on the City Council for more than 30 years.

By Kathy Korengel of the Union-Bulletin
Longtime Milton-Freewater City Council member Herb Saager died this morning.
Saager, known as a civic and business leader in the community for decades, was found in his garden this morning, Milton-Freewater Assistant City Manager Linda Hall said.

``Two of our (city) firefighters were first on scene and did CPR on him and got blood flowing and transported him to St. Mary Medical Center,' Hall said about 11 a.m. About 11:15 a.m., Walla Walla County Coroner Stephen Ames said he had just been called to the hospital to determine cause of death. He had no further information at the time.

Saager, 77, had been a Council member for more than 30 years, at least 10 of which he was Council president. A city firefighter for more than 55 years, the city's North Fire Station was named after him in recognition of his many years of Community service in 2003.

Saager also had owned and run Saager's Shoe Shop on North Main Street for more than 50 years, a store that drew customers from throughout the Walla Walla Valley. The store also supported many community groups and projects.

Born and raised in Milton-Freewater, Saager had been an active member of the Milton-Freewater Rotary and the First Baptist Church in Milton-Freewater.

He also was one of the founders and a regular server at an annual corn roast that grew into the Muddy Frogwater Country Classic Festival. In a 2001 Union-Bulletin story, Saager said the corn roast started with an idea he and a friend had of bringing the community together for a Sunday gathering just before school started.

That was more than a quarter-century ago.

``Why do you do good things for your community?' Saager asked. ``...because you enjoy your community. How could you run a community without volunteers?' Saager is survived by his wife, Wanda, and three grown sons, Norman, a Milton-Freewater dentist; Rick, chief of the Milton-Freewater Rural Fire Department; and Ron.

No further information was available at press time.

Friday, June 04, 2004 Walla Walla Union Bulletin
Herb Saager's `life of devotion'

The longtime M-F Council member and businessman was known for his generosity. By Kathy Korengel of the Union-Bulletin He was a tactful politician, strong and positive leader and mentor to many, but also a big-heartened man who gave to his community in quiet ways. That's how friends and colleagues remembered longtime Milton-Freewater City Council member Herb Saager. Saager, 77, died suddenly Thursday morning from a heart attack.

A passerby found him collapsed in his yard, where he had been mowing the lawn, Walla Walla County Coroner Stephen Ames said. Saager was transported to St. Mary Medical Center, where he died at 10:48 a.m.

``I feel like one of our community fathers passed on,' said longtime city employee Assistant City Manager Linda Hall. ``It left a huge hole in my heart and a huge hole in our community,' Hall said of Saager, who served as a Council member for more than 30 years.

He was an ``incredible leader' and ``a mentor for me and Council members and other staff members,' Hall said. But, what stuck out in her mind was the ``little stuff,' such as the many customers that came from all over the Valley to his longtime business, Saager's Shoe Shop.

He had many elderly customers or other customers with special foot needs who came there ``because he cared for each and every person,' Hall said. ``It's the human aspects that make a real leader and that's what he had.'

Saager will be ``greatly missed' by the city Fire Department he served on for 56 years, wrote Chief Sam Hubbard in a statement. The firefighters become like family. ``If we consider ourselves brothers, then Herb was Dad.'

Saager had a ``passion for fire fighting,' Hubbard wrote. As his business was a block from the fire station, Saager and his employees responded ``to every call within seconds.'

Police Chief Mike Gallaher said soon after he met Saager he ``quickly recognized Herb as a very strong and positive influence in our community.'As a Council member, Saager ``was determined to make the right decision in the interest of the citizens and the community,' Gallaher said.

For example, Saager helped lead a successful effort to resist a plan to consolidate the city's 9-1-1 dispatch center with a county center. ``He had strong convictions and stood behind them,' Gallaher said.

Former fellow Council member and friend Dennis Widmer remembered Saager as a ``terrific, tactful politician.

``He agonized over little things forever trying to find a way to alienate the fewest people and get the greatest good out of it for the community.'

Widmer said Saager was a ``driving force' behind negotiating contracts with Grant County Power that still offer low-cost power to the city Electric Department. Saager, with the late J.T. Monahan, also helped form the Milton-Freewater Area Foundation, which supports the Frasier Farmstead Museum and other community projects.

And Saager helped the community in more quiet ways ``than everyone knew about,' Widmer said.

When the city recently bought a new Fire Department ladder truck, an ``anonymous donor' gave money for many truck accessories. Saager was the ``anonymous donor,' Widmer said. Last year, he served as interim Fire Chief for several months but asked the city to donate his salary to charity.

But, like others, Widmer remembered Saager for his private acts of generosity as much as for his public ones.

``Whenever a family or kid or whatever that couldn't afford shoes came into his store, nobody ever left there without a pair of shoes, especially if there were little kids,' Widmer said. ``He had an open checkbook and a big heart for everyone.'

IN MEMORIAM

Lowered flags and covered police badges are a few ways Milton-Freewater will be showing respect for longtime City Council member Herb Saager, who died Thursday.

City Manager Delphine Palmer ordered flags flown at half-mast soon after the city heard of Saager's death. They will remain at half-mast through the day of his funeral.

``Out of respect for (Saager's) long and honorable service to our city and our community as a fellow emergency service provider and a supporter of this department's mission,' Police Chief Mike Gallaher ordered all on-duty officers to cover their badges from 6 a.m. to 11:59 p.m. the day of Saager's funeral.

``At (Saager's) request, Herb will take his final ride in the 1947 Ford fire engine which he served on for so many years, and was so very proud of,' Fire Chief Sam Hubbard said in a statement.

Munselle-Rhodes Funeral Home is handling funeral arrangements. No funeral date has been set.
