Bill Bailey is a playful 'tumbling' cat. Fergus Logan in the video was called Tumblebrutus, but he was actually in a Bill Bailey costume.
Bill Bailey was mentioned in the "Naming of Cats". He most likely originated from the song "Won't You Come Home Bill Bailey?" There is also the famous British Comedian, Bill bailey, but some think that that's where he got his name, also.
