Stella graduated from Dundalk HS in 1962. Over the next 10+ years pursued her college degree. She received her BS in Business from the University of Maryland in 1996. She is now retired from the U.S. Department of Commerce, Office of the Inspector General, Office of Investigations, in Washington, DC, and after contracting ASBESTOSIS from within the workplace's asbestos CONTAMINATED building - management over the years now denies it exists after more than 40 employees have been affected. Previous to that, on June 8, 1968, I married Tokiko Sogabe in Japan; we had 2 kids. After 12 years she left to explore another life with another companion. The kids (Alice and Richard) stayed with me and raised by Stella. ChildrenAlice Rager, my firstborn, is 41 years old, has been married for 21 years to Colin Rager, has a son, Colin Jr. (CJ), age 20, and works as a Personnel Management Specialist for NASA at the Stennis Space Center, MS 39529-0001.(Click on images for larger view)
Richard, now 38, is still single. He went to the Rochester Institute of Technology (RIT) in NY,
and after graduating from college, tired of the "cold", moved straight to Tampa, Florida (he now lives in St. Petersburg). He worked for

Forced to retire on disability when a surgeon severed the median nerve attempting to perform a carpal tunnel release (CTR). (See related story at CTR. Prior to that I had my own business, Vulcan Systems of MD, also worked as a Consultant, did free-lance work, Metropolitan Life Insurance Corp., Baltimore City Police Dept., and worked for the Hearst Corporation as a District Manager.Other AchievementsNot to be compared with David & Goliath, but we the consumers of Maryland won a partial victory against the Verizon monopoly (aka Bell Atlantic) in case # 8772, where after 4 long years the Maryland Public Service Commission (PSC) ruled in part that Verizon must reduce the Foreign Exchange (FX) metro rates from $14.50 to $2.00 per month (our goal was .$50), like VA. (See story at http://webapp.psc.state.md.us/Intranet/Casenum/CaseAction.cfm?CaseNumber=8772). The rate reduction was supposed to have been RETROACTIVE 10 years, but it was not considered by the Commission. I had asked the PSC to reconsider their decision in each request that was submitted (you can also read that online in my last response to the PSC dated 12/28/2000. Or Click on Item # 198 Here. See entire history on the PSC website, including the new case started in 2007, under Order No. 83137, Case No. 9121, that has been turned into a beast by Verizon and the PSC. That is now dragging on for years due to under-mining by the PSC, and the OPC to Verizon's demands.This is part of what the PSC and the Office of People's Counsel continue to ignore in helping to make the right decision in the expansion of calling areas case... In New Hampshire, Order No. 22,662, DE 97-075,, the NH Commission went against this old "Community of Interest" tradition. It said, "we will no longer apply the old EAS guidelines which quantified [the] community of interest as an average of three or more calls per customer per month with 40% of the customers making at least two calls per month." [emphasis added] This was based on the FCC's Universal Service, Report and Order (see below and specifically line # 114). In CC Docket No. 96-45, In the Matter of Federal-State Joint Board on Universal Service, Report and Order, FCC 97-157 (released May 8, 1997), the FCC provides a definition of community of interest. Elaborating, the FCC found that merely determining the number of subscribers to which one has access to for local service in a local calling area is insufficient to determine that the calling area reflects the community of interest.
