RECORD OF THE TALKS WITH GEERT AHRENS ON NOVEMBER 11, l992
On November 11, l992 in the headquarters of theProvincial Executive Council of Vojvodina in Novi Sad, the representatives of the Democratic Community of the Hungarians of Vojvodina met the members of the group of the Yugoslav conference responsible for the minorities and the representatives of the Ministry of Human Rights and Minorities of the Federal Government as well as the representatives of the Provincial Secretariat of Minorities.
After András Ágoston had introduced the problems, Geert Ahrens insisted that these problems should be solved within the Carrington document, which gives vast possibilities for their solution. He pointed out those issues to which the solution procedure included in A, B and C clauses of the 2nd chapter of the Carrington document could be applied.
Momčilo Grubač, Secretary of Human Rights and Minorities stated that he would find the C clause acceptable on condition it became an international standard of universal validity. Geert Ahrens replied that the problems of this region are specific, and diff
er very much from the European average, thus they require specifie solutions. Mr. Ahrens also mentioned the electoral circumstances and explained that the electoral rights of the refugees in Vojvodina should be regulated, as well as the status of those who left the country as a result of forced mobilization, should be settled by granting amnesty.
