HAZARDOUS SUBSTANCES MANAGEMENT
COURSE OVERVIEW
This course provides a ‘risk management’ approach to Hazardous Substances Management based on Australian Standard AS4360 – Risk Management. Participants will become aware of a shift in paradigm to one which is risk conscious, proactive and empowering, and generally ‘safer’ than that existing in many organisations today.
The definitions of Hazardous Substances given during the course, include an overview of the Dangerous Goods risk classes, and describe the nature of various hazards in terms of the energies associated with them.
A risk control methodology requiring hazard identification, evaluation of exposure, risk assessments, and application of the ‘hierarchy of controls’ is described.
The application of ‘administrative risk control’ to cope with ‘residual risk’ is discussed, with an outline of an appropriate Management Policy Manual and Procedure Manual, to provide the basis of an auditable management system.
The problems associated with development of management policies calling up appropriate Australian Standards are also discussed, along with matters such as behavioural safety, organisational culture and the ethics of using cost/benefit analyses when applying risk controls.
