 Research results from Kampala City Council (K.C.C.)

The amount of rubbish collected daily was estimated at 800 cubic meters or 400 metric tones and was believed that the rate of goods consumption was going up. The garbage collected is said to be taken to Lusanja, Kiteezi, off Gayaza road where the city-dumping site is located.

The various problems facing garbage collection in Uganda today include among others;

 
The garbage collected can be categorized in the following forms;

Average per capita waste generation is 0.8kg/person/day

Delay in the collection of garbage from certain positions is due to;

- Break down of trucks.

- Inadequate funds for the repair of defective trucks among many others.

Government policies on waste management states that the environment is protected against pollution, contamination, and degradation to waste disposal (NEMA STATUTE 1995) and (K.C.C. solid waste management ordinance).
 

 3) Delay in garbage collection by KCC is mainly due to a number of reasons that are government oriented.

       The first problem could be due to the accessibility to certain remote areas where garbage is. This leads to accumulation of garbage that could be a health hazard. Government however is trying to repair roads in remote areas so that more garbage is collected on a daily basis.
    Sometimes despite the fact that the roads maybe bad, some areas do have good roads but the trucks that collect the rubbish are so heavy that roads break in the process so it causes a delay because the road has been damaged. But however a solution to this is that government is trying to construct better supporting roads which are much stronger and this would be very helpful in garbage collection.
    In KCC itself we have trucks that have been here for so long and there is also the problem of these breaking down. And if a truck of a specific division breaks down then we have to use the truck of another division to carry out this work. This is only after the truck has finished with its division and this is how a delay in rubbish collection comes about.
The only solution to this is by buying new trucks that is very expensive and this will take long before we get new equipment.
   Lack of fuel on a specific day also leads to a delay in rubbish collection. Fuel prices keep going up and this makes it expensive. Government can only support us by reducing fuel prices.
   People in some areas also don't co-operate with us in that you find people actually damaging the containers and when this is damaged, it is hard for us to put it onto the trucks so we have to wait for the bins to be repaired then we can actually collect this garbage.  The cost of repair is on the KCC
 Department and this makes it even more difficult on our side.
 

            After collection, this garbage is taken to a sanitary land field. This is a dumping site far from human occupation and activity. Formerly it was a place on Natete road but now we dump in Gayaza a land field in Mpererwe.

5)  Government policy on waste management can be got on either policy of
NEMA 1995 or outlined law on solid waste ordinance 1999.

6)   Problems faced in garbage collection are quite a number of them like trucks breaking down on the way.

   We run out of fuel and also fail to get funds from the government to carry on with this collection.
   There is a problem of people destroying the containers that the rubbish is supposed to be put into.
   The truck drivers use up Some times the money for the fuel and this means that they don't collect rubbish from everywhere they are supposed to collect from.
 There is a problem of people not dumping rubbish in the right place.  They dump in their own compounds, at the road and when they reach the rubbish containers they also dump out of the containers.

7) There are financial problems as already said and this makes it hard for us to collect all the Kaveera in the Town City and this causes blockages in drainage systems.
       The community is also negative towards proper disposal and they throw these Buveeras all over the place even after sensitizing them.  So the people should have positive attitude towards KCC and also care for their environment.

8)  Kaveera.
                 Kaveera is here to stay because it helps in both domestic and commercial work.  So we can either opt for manufacturers to stop polyethene production or we learn how to dispose them properly.
        Kaveera is a biodegradable organic compound and it is different from other wastes in that it will decompose but that is even after 500 years.
        Kaveera is also recyclable, however the cost of re-cycling compared to using raw materials is about 15 times.  Therefore it would be better to use raw materials. And as long as the issue of cost is covered then Kaveeras can be re-cycled because if there are no funds then re-cycling can’t be done.
 

   INDIVIDUALS.
 
1) Here we have got a rubbish pit where we throw rubbish and KCC occasionally come to collect it.

          We had a bin but it was destroyed because we had so many mad people playing in it as they collect things that could be valuable to them.
When a container bin is brought we throw our rubbish in it and when it is full we just put the rubbish in poly-ethene bags and put it aside the bin and d KCC collects it.

2) Yes i actually use allot of polyethene in my house that i buy or get from shops as an after service.

3) I use these poly-ethene in a number of ways;
Sometimes these polyethene help in keeping things that you may want to keep away from cockroaches and the likes or even dust.
     These kaveeras help me to keep some things away from water like bread because water may spoil the bread.
4) Most of Kampala’s food comes from mpigi but KCC dumps garbage also on another site there called Kitega and this garbage may contain chemicals which animals feed on and die and it has been a complaint by the people living in Mpigi because over 300 animals have died after eating that garbage.
KCC however is now treating the garbage before it is dumped this area.  However there are also water problems developing in that this rubbish also gets into contact with the water thereby dirtying it and this is a hygienic problem.  KCC has also tried to construct pipes to peoples places so that the water received is clean and garbage free
