Solution

For this problem there is a short way and a long way to do it. The long way would be to use the 43 degrees to create an equation, but you can ignore the 43 degrees if you want as you only need the lever arm. Either way you get the same answer.

Torque = F * l
46 N*m = 15 N * l
3.1 m = l

The angle doesn't come into play at all because it would only be used if you had the value of the length of the lever and needed the lever arm value. All you have to do here is solve for the lever arm.
