The Seat of Scoffers
This is the final step. If you have noticed, the three phrases in verse one follow a progression, ending up with sitting in the seat of scoffers. No longer is one just following the world, or making a habit of the world's actions, now one is sitting with the world. It has an air of permanence to it. The scoffer is one who not only sins habitually, but mocks God, shakes his fist at Him. There is no going back from here, except by the grace of God.
