Billy was born on July 8, 1968 in Long Island, New York, but grew up in Florida and Texas. He graduated from the University of North Carolina and got a Masters in Fine Arts from New York University. He was first seen in the theatre in Arcadia, in which he won the Outer Circle Critics Award and the Theatre World Award. He has also been seen in the plays Three Sisters, and Bus Stop, where Billy, met his companion Mary-Louise Parker.
Billy has appeared in such movies as Sleepers(1996), Everyone Says I Love You(1997), Inventing the Abbotts(1997), Grind(1997), Snitch(1997), Hilo Country(1998), Waking the Dead(1998) and Without Limits(1998). I have seen a few of these movies and I must say that Billy is a very good actor and his good looks make him very easy to watch!
