The Format
The Structure UEFA has redesigned the UEFA Cup for 1999-200 season merging the UEFA Cup Winners' Cup and UEFA Cup under the name UEFA Cup. The new cup was designed as a 145-team competition. After San Marino's acception to the competition in 2000-2001 the cup became a 146-team competition. When UEFA has introduced the new UEFA Cup competition, the system was announced together with the new UCL as a whole set of changes. Here I will try to simplify the team selection criteria, starting rounds, and the seedings. The teams can qualify to UEFA Cup in several ways: 1 - 1 - The last UEFA Cup winner qualifies as the Title Holder. If they qualified to play at UCL, this entry is not used. 2 - 112 - Teams selected from the cup and league competition of the countries ranked 1 through 48. 3 - 2 - The league winners of the countries ranked 49 through 50. 4 - 1 - The cup winner of Liechtenstein. 5 - 3 - Fair Play winners 6 - 3 - UEFA Intertoto Cup winners. 7 - 16 - UCL Qualification Round 3 losers. 8 - 8 - UCL League Stage 1 third place teams. The 112 teams at Line 2 are selected as follows: Countries ranked 1 through 6 can send 3 teams each Team-1, Team-2, Team-3 Countries ranked 7 through 8 can send 4 teams each Team-1, Team-2, Team-3, Team-4 Countries ranked 9 through 15 can send 2 teams each Team-1, Team-2 Countries ranked 16 through 21 can send 3 teams each Team-1, Team-2, Team-3 Countries ranked 22 through 48 can send 2 teams each Team-1, Team-2 Each country's selection is done after the UCL teams are selected. Any team selected for UCL can not be selected as one of the 112 teams. The teams selected for UCL are erased from the league standings of the countries. If the cup winner of a country has not qualified to UCL, they are allocated as Team-1 and the rest of the teams are allocated from the league standings. If the cup winner has qualified to UCL, then the other cup finalist gets an entry if that team has not qualified to the UCL. The rest of the allocation is filled from the league standings. In this case the losing finalists are not set up as Team-1, but their rank in the standings define the Team-1, Team-2, etc. If both finalists have qualified to UCL, then whole entries are allocated from the league standings. Fair Play teams: 3 Fair Play teams are selected from the Fair Play competition standings of each country. The teams to be selected for fair Play are the teams which didn't qualify to UCL or UEFA Cup in another way.

If the Title Holder is playing at UCL, there will be a void at First Round. This void is filled with Team-1 of country ranked 17. This results an odd number for Qualifying Round, Team-1 of the country ranked 18 also start at First Round leaving 82 teams for the Qualification Round.
The Seeding and the Draw Procedure UEFA Team Rankings are used to decide the seeded teams. Until the Quarter-Finals a team is seeded for each tie. The teams are placed in so-called Geographical groups so that no team can play a team from their own country, until no other choice is available. After the groups are decided the seeded teams in a group are put in one pot and unseeded teams are put into another. One team from each pot is drawn to decide the tie. After a tie is decided these two teams are placed in one pot and another draw is made to decide the home team. of the teams are watched for the earlier rounds. The teams are placed in groups where they are in the same geographical area with the other group teams. Same procedure is followed until the Quarter-Finals. No seeding is done starting with the Quarter-Finals.
