	UIC Draw Procedures

	UIC draws of the elimination rounds for 2000 has been drawn on April 11.
	The fixture structure of the cup stays the same. The cup is limited again with
	60 teams. 40 teams start the competition at Round 1. 20 teams are bye for this
	round. 12 of the byes join the competion at Round 2, and the other 8 at Round 3.

	Only 12 teams left after Round 3. They play the semifinals and the finals to
	decide the three winners of the cup. All winners get an automatic entry to the
	UEFA Cup Round 1.
	The draw for the semi-finals and finals are on July 10th.

	UEFA has made one change, by using the last five-year country rankings as basis
	for the entry allocations and the seedings.
	Previously UEFA was using the last country rankings for the UCL and UEFA Cup and
	second last country rankings for the UIC.

	Entries:
	The countries are divided into three pots according to their standings in the
	ranking. The first pot has eight countries, the second has four, and the third
	has thirty-six countries. This adds upto 48 countries. Out of 51 UEFA member
	countries Liechtenstein is not eligible since they do not have a league
	structure. Andorra is 49th and San Marino not ranked. They are not eligible.

	Basically the countries in pot one will have two teams in the competitions, one
	team starting at Round 3, the other at Round 2.
	Pot two countries also have two teams in the competition, one team starting at
	Round 2, the other at Round 1.
	Pot three countries has one team starting at Round 1.

	2000 Entry Adjustments:
	However, some countries and some teams don't want to play in UIC, so UEFA
	gives their entries to the countries requesting extra entries.
	Entry adjustments are done in the following procedure:
	1 - The adjustment starts from Pot 1.
	2 - The unused entries are given to the countries which requested extra entries
		in Pot 1.
	3 - If there are more unused entries, then these are given to the countries of
		Pot 2. If still needed then Pot 3.
	4 - The same procedure is done for Pot 2 unused entries, giving them to the Pot
		2 countries first and then to the Pot 3 countries.
	5 - After the Pot 2 entries are decided, then the same procedure is done for
		Pot 3.

	In all steps, the countries are selected according to their ranking standings.

	UIC 2000 unused entries:
	Pot 1 - (5)Netherlands used one of their two entries. 1 unused entry.
		(6)England used one of their two entries. 1 unused entry.	*
		(8)Greece used one of their two entries. 1 unused entry.
	Pot 2 - (9)Portugal didn't use either of the two entries. 2 unused entries.
	Pot 3 - (15)Ukraine didn't use their only entry. 1 unused entry.
		(21)Scotland didn't use their only entry. 1 unused entry.
	Total: 7 entries - 4 Round 2 entries, 3 Round 1 entries.

	(5)Netherlands entry went to (1)Italy as a third entry-Round 2.	*

		(2)Spain and (3)Germany didn't request an extra entry.

	Seedings:
	Round 3: (12 pairings)
	8 teams(one team from Pot 1 countries) are seeded, the other four pairings are
	played without any seeds.
	Round 2: (16 pairings)
	12 teams(one team from Pot 1 countries and one team from Pot 2 countries) are
	seeded, the other four pairings are played without any seeds.
	Round 1: (20 pairings)
	16 teams(one team from Pot 2 countries and one team from the top 12 countries of
	Pot 3) are seeded, the other four pairings played without any seeds.

	2000 Seeding  Adjustments:
	Round 3: No adjustmentes made.
	Round 2: Third entries of the Pot1 and second teams of three team countries from Pot 2 are
	used to fill the four unused seeding positions.
